Emergency Response & Recovery Program Lead Job at Plan International Ethiopia - 2015

About the Position:


 


The post holder leads and manages the team and is the interface between the team and the Country Director. S/he is responsible for the quality and effectiveness of Plan’s emergency response within the framework of Plan Ethiopia’s Country Strategic Plan and Emergency Preparedness and Response Plan in accordance with his/her designated area of responsibility. S/he is the leader of the Emergency Response Team, responsible and accountable for developing, coordinating and managing all emergency activities. S/he work enables Plan Ethiopia to reach, assist and protect many vulnerable children facing rapid and slow on-set emergencies and disasters across the country and this is directly linked with Plan’s mandate of promoting and ensuring the well-being of children in Ethiopia.


 


We seek a person with a strong sense of integrity and personal commitment to help us further Plan-International mission in Ethiopia program. 


 


Specific Responsibilities:


 


Financial measures or statistics relevant to post such as budget; list of direct and indirect reports


-          Responsible for management of the Emergency Response budget close to 5 million USD and provide budget oversight for field based projects.


-          Management of all emergency response program related projects and supervises a team of ER staff at country office including ER and Recovery Deputy Lead, Emergency Nutrition, Livelihood, Specialists.  


-          Responsible to manage program design, implementation and monitoring and evaluation of all emergency response programs.   


-          Overall responsible for Plan International Ethiopia Gambella Refugee Response Programming


-          Ensuring smooth teamwork within and across the country program while enhancing integration among other programs.


-          Key components of the position include operationalization of the country program, advocacy and networking, developing and strengthening partnerships, resource mobilization and team management.


-          Ensuring smooth working environment between the country office emergency team and the field respective staff.


-          Providing strategic leadership in the development of emergency and recovery responses to disasters to raise Plan Ethiopia’s disaster risk management and humanitarian profile


 


Plan Ethiopia’s disaster risk management profile raised and it is recognized as one of the key players in the humanitarian arena in the country


-       Provide strategic leadership in the design and implementation of responses to disasters and emergencies and recovery/resilience projects.


-       Increase portfolio of emergency response and recovery  projects with priorities to education and child protection in emergencies


-       Conduct post-disaster rapid assessments timely for significant disasters and initiate responses timely by ensuring linkages with resilience and longer term development


-       Ensure synergy and integration of emergency and post-emergency recovery and resilience responses


-       Increase number of children assisted in emergencies and also increase children’s participation during  designing, implementing, monitoring and reviewing responses


-          Foster  strategic partnership and collaboration with UN, government and non-government actors to ensure collaboration and coordination in delivering humanitarian assistance


 


Emergency projects properly designed, managed in an effective, efficient and cost-effective manner and also delivered timely with quality


 


-       Develop, update and fully operationalize Emergency Response Overview/Framework and Emergency Preparedness and Response Plan


-       Ensure emergency assessments are undertaken and from them an integrated emergency response, implementation and exit strategies are developed.


-       Ensure strong budget management and proper and timely budget utilization.


-       Ensure Plan Ethiopia’s involvement in national and regional level multi-agency assessments (including Belg and Meher assessments) and information are used for early warning and preparedness


-       Regular monitoring, timely review/evaluation and reporting of projects 


-       Enhance emergency programming through effective project management- including budget management- and quality delivery and timely and quality reporting 


 


Plan Ethiopia has established strategic partnership and collaboration with UN, government of Ethiopia and other humanitarian actors to ensure joint planning and coordination during response


-       Ensure Plan Ethiopia’s regular participation in humanitarian clusters, taskforces, working groups and forums at national and regional levels


-       Initiating/strengthening collaborations with UNFPA, UNICEF, UNDP and UNOCHA in child protection and education in emergencies, in nutrition and related interventions


-       Supporting regional PUs to effectively engage with regional governments in DRM on key areas including disaster risk profiling, early warning, promoting child-centred DRM & other relevant agendas


-       Collaborations with research & academic institutions to gather evidence esp. in child protection and education that can be used to influence policies/practices 


-       Ensure effective communication & information sharing on humanitarian situations and   on the impacts and best practices of responses within and outside Plan Ethiopia


Improve understanding and practices regarding humanitarian standards to ensure programme compliance and accountability to humanitarian principles


-       Ensure design and implementation of responses are fully in line with SPHERE, LEGS and other international standards


-       Ensure enforcement of all applicable national guidelines, policies and procedures governing humanitarian response and DRM 


-       Cross cutting issues- gender, environment, HIV&AIDS and disability mainstreamed in responses esp. by adopting  experiences/best practices of CCCD programming approaches


-       Humanitarian Accountability Partnership (HAP) clearly understood & internalized by Plan Eth. staff 


-       Inform and guide implementation of responses by HAP principles, values and code of conducts  


 


Coordinate resource mobilization to ensure adequate financing of emergency and recovery projects and ensuring optimal utilization of resources   


-       Increasing engagement and support of NOs with Plan Ethiopia in DRM


-       Strengthening and scaling up funding partnerships with major donors including UNOCHA,  Plan National Offices, ECHO and OFDA  


-       Set up proposal bank; develop on-shelf proposals for submission to potential donors


-       Increase allocation of sponsorship resources to emergency response and DRM works 


-       Improve budget planning, management and utilization 


-       Ensure adequate funding of emergency and recovery projects by leading resource mobilization endeavors and ensuring optimal utilization of grants  


Child Protection and Gender Equality


-       Demonstrate commitment to Plan’s child protection policy through implementing the policy in its entirety, and report any actual or potential risk situations following the reporting procedures, being aware of abuse and risks to children, being vigilant, becoming familiar with the Child Protection Policy.


-       Ensure projects are designed based on Plan’s Gender Equality criteria.


-       Ensure programs and projects plans and reports are disaggregated by sex and age.


-       Ensure program and project reports are presented best practices on gender equality.


-       Ensure their respective CPs are integrated and well addressed gender issues in all phases of the project cycle.


-       Ensure Plan’s Gender Equality policy and strategy has been communicated to partners.


Ensure partners received trainings on gender equality.
