TechnoServe is implementing an ongoing malt barley project with Meta/Diageo, with the purpose of supplying best quality required volume of malt barley through contract farming arrangement between Meta/Diageo and smallholder farmers. The project had worked with around 1,100 farmers and 5 primary cooperates in one Union as a pilot phase during 2013/14. Based on the success on the pilot, Technoserve is running a three year project engagement to increase both area coverage and number of farmers. At this stage the first year of implementation is being wrapped up, which is being conducted in seven Woredas located in three administrative zones of Oromia region which involved 5 Unions, 38 PCs, and ~ 6000 farmers.
The project aims to establish smallholder based sustainable supply chain of malt barley through improved PC capacity, farmer agronomy practice and increased household income of participating farmers.
Role of the M & E ConsultantThe Senior M &E Consultant will work closely with the M & E Assistant report to Techno Serve’s malt Barley Program Manager. The M &E Consultant will be responsible for conducting the following surveys:
- Income counterfactual survey: will be conducted in all the Unions. Among these, three PCs from each Union and on 15% of farmers from the selected PCs will be sampled.
- Agronomy best practice and rotational crop practice assessments: will be conducted as one survey with sampled farmers in all the unions.
- Primary Cooperative (PC) capacity assessment: will be conducted on each of 32 PCs. Additional data will also be collected from 6 experts per woreda to triangulate the information on best practice and PC capacity assessment.
The consultant will design and carry out the implementation of the surveys, including but not limited to questionnaire design, data collection/interviews, data entry, analysis and write up the report.
Tasks + Deliverables (44 days LOE)
By June 8th : Develop detailed implementation plan
Develop inception report detailing logistics plan for executing the surveys; recruit, select and train data collectors and data collector supervisors for the surveys.
LoE: 5 days
By June 15: Deliver finalized survey instrument and procedures
Design the survey instruments/process for the assessments, working together with the Project Manager and in consultation with the project team. Develop questionnaires, run pre-test, incorporate comments and print all instruments. Survey instruments that involve interviews with farmers shall be translated into Oromiffa.
LoE: 10 days
By June 29th : Submit cleaned database of the three surveys.
· Conduct field interviews and data collection.
· Conduct data entry and cleaning.
LoE: 17 days
By July 22nd: Deliver first draft report
LoE: 12 days
By August 5: Submit final reports
Present to the project management team and incorporate comments.
· Experience working with agricultural and livelihood related surveys
· >6 years of work experience developing, managing and implementation of the above studies for Ethiopian agriculture development projects
· Masters Degree in relevant field, preferred
· Experience working with TNS, preferred but not required
· Experience working effectively with stakeholders, including regional/local officials
· Private sector experience preferred
· Experience working in Ethiopia’s agricultural sector in general and the grain and legume value chain in particular
· Experience managing and leading a team of consultants/colleagues
· Problem solver, structured thinker
· Independent, self-starter with a track record of delivering high quality products on time
· Strong communicator with excellent writing Skills
· Fluency with PPT, Word and Excel
· Fluency in both English and Amharic
