Technical Coordinator DRR – DREA

Job Description


The African Union, established as a unique Pan African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a new partnership worldwide. Its Headquarters is located in Addis Ababa, capital city of Ethiopia.


In seeking to achieve these objectives, the African Union intends to strengthen its capacity to deliver by, among others, the implementation of new organization structure and the filling of regular and short-term vacant posts.


The Disaster Risk Reduction (DRR) Team in the Directorate of Rural Economy and Agriculture (DREA) is responsible for coordination, follow-up and review of the implementation of DRR programmes in the continent. The Job holder and the Unit are expected to strengthen DREA’s capacity to deliver by, among others, support the implementation of the Extended Programme of


Action (PoA) for the Implementation of the Africa’s Regional Strategy for Disaster Risk Reduction 2006-2015, and subsequent alignment to the Sendai framework on DRR as well as implementing the project known as’Building Resilience to Natural Hazards and Disasters in Sub-Saharan African Regions, Countries, and Communities’ designed to support the implementation of the Plan of Action at all levels.


In January 2015, the AU Executive Council adopted a decision (Doc. EX.CL/873 (XXVI) requesting the African Union Commission to facilitate its review in line with the post -2015 Framework for Disaster Risk Reduction.


The PoA is due to be aligned to the recently adopted international framework on Disaster Risk Reduction, 2015-2030, known as the Sendai Framework on DRR, and will make an integral part of the implementation portfolio by the Technical Coordinator and the DRR Team.


The Commission of the African Union invites applicants who are citizens of Member States for the post of TECHNICAL COORDINATOR in the Disaster Risk Reduction Team within the Department of Rural Economy and Agriculture


1. The Post


Post title: Technical Coordinator DRR – DREA


Post level: P4


Duty Station: AUC Headquarters, Addis Ababa, Ethiopia


Supervisor: Director of DREA, in consultation with Head of Division, Environment


Climate Change, Water and Land Management


2. Job Purpose


2.1 Coordinating and managing the overall DRR actions and ensure delivery of results within the proposed budget and compliance with AUC’s and donor rules and procedures. This will involve planning, fine-tuning of activities and development of specific annual plans of action, assuming ownership of action while ensuring liaison and communication with all of the


Programme’s stakeholders.


In addition, the Technical Coordinator will supervise and coordinate the DRR Team and lead and coordinate the preparation and development of reports, budget and work programmes related to the functioning of the DRR Team. The Technical Coordinator will have decision- making authority regarding matters related to the Action.


2.2. Specific duties and responsibilities


  • Responsible for overall management of the activities of the Disaster Risk Reduction (DRR) Team;

  • Coordinate the mainstreaming of DRR into relevant programmes and agendas of the African Union Commission and ensuring linkages, synergies and opportunities for joint programming;

  • Facilitate and coordinate the implementation and monitoring of the implementation of the Africa DRR Strategy and Programme of Action;

  • Liaise with Member States, Regional Economic Communities (RECs), and relevant Stakeholders including International Organizations and Development Partners on issues of DRR such as the Africa Regional Strategy and Programme of Action;

  • Coordinate the preparation and development of reports, budget and work programmes related to the functioning of the Unit, in consultation with the Head of Division of the Environment, Climate Change, Water and Land Management;

  • Ensure effective and timely financial and budgetary management and resource utilization with due consideration with donor contract compliance

  • Ensure the development of a Resource Mobilization Strategy with donor coordination for DRR Programmes;

  • Serves as Focal Point of the Commission on all issues relating to DRR and undertake all such work and duties as may be necessary for the effective execution of the functions and objectives of the Unit within the framework of the mandate of the Commission in the implementation of issues on DRR;

  • Ensure effective coordination and implementation at continental and regional levels;

  • Ensure better coordination with Regional and United Nations conventions;

  • Ensure networking and facilitation of peer reviews, information sharing and exchange;

  • Promote publication of simplified guidelines and fact sheets on DRR in Africa.

  • Undertake any other related duties on DRR as may be assigned.

3. Educational Qualifications


  • A minimum of Master’s degree in Disaster Risk Management, Climate Science, Environmental Science, Social Science, or any other field related to disaster risk management

  • Higher education qualification in related field would be an added advantage

4. Work Experience


  • Candidates must have at least eight (8) years of appropriate experience in Senior Management position, including experience in design and development of policies and strategies; and management of international organizations;

5. Key Competencies and Skills


Functional Skills


  • Strong experience in public sector with related experience dealing with private sector and civil society bodies.

  • Familiarity with international and regional policy processes related to climate change and desertification

  • Effective and distinct communication ability with excellent written and verbal communications skills.

  • Ability to defend, explain with tact and diplomacy difficult positions addressing key policy issues.

  • Proven knowledge and practice of policy analysis and development and programme/project management, implementation and monitoring.

  • Excellent planning and organizational skills.

  • Conscientious and efficient in observing deadlines and achieving results

  • Excellent drafting and reporting skills.

  • Takes accountability for goals and challenges.

Personal Abilities


  • Track record of staff management experience, with excellent interpersonal skills and ability to organize and motivate others into high performing and achieving teams;

  • Ability to work under pressure collaboratively with others in a complex and fast evolving environment;

  • Computer literacy and proven writing skills

  • Ability to establish and maintain effective working relationships with colleagues of different nationalities and cultural backgrounds, in order to achieve organizational goals;

Knowledge and Understanding


  • The candidate should have particular experience in managing DRR programmes, with expertise and working knowledge of having undertaken production of regional DRR strategies;

  • Substantial experience with international, regional and national policy processes and diplomatic negotiations related to DRR, environment, climate change and desertification or land degradation.

  • Track record of financial and resource management and moblisation, preferably of large scale and complex projects;

  • Track record of excellent time management and ability to meet tight deadlines.

  • Proven experience of resource management and its effective &efficient utilisation

  • Knowledge and experience of policy analysis and development and programme/project management, implementation and monitoring.

  • Management experience, excellent interpersonal skills and ability to organize and motivate others and to work in a multi-cultural environment.

6. Language requirement


Proficiency in one of the African Union working languages is required. Knowledge of one or more other AU official working languages would be an added advantage.


7. Tenure of Appointment


The appointment will be made on an initial period of 2 years of which the first six (6) months will be considered as probationary period. The Contract shall be renewed subject to successful performance and availability of funds.

9. Remuneration


The annual salary attached to the position is a fixed lump sum of 95,508.24US$ (P4 Step 5) inclusive of all allowances for internationally recruited staff, and US$83,902.99 inclusive of all allowances for locally recruited staff.
