Ethiopia: Chief of Party, Development Food Assistance Program (DFAP), Ethiopia - Ethiopia

At this time, Save the Children is now recruiting for a Chief of Party (COP) on the Development Food Assistance Program (DFAP) in Ethiopia who will provide overall management leadership, technical guidance, and comprehensive support for the food security/nutrition programs at the country level, including managing the response to food and nutrition emergencies within the scope of those programs. Of particular importance is the integration of long-term, sustainable interventions with the aim of reversing chronic food insecurity. The Chief of Party is accountable for both the quality of program and for the effective financial and operational management thereof. S/he will serve as the management leader and coordinator of a team of agriculture/livelihoods, health/nutrition, WASH, commodity and other technical staff. The COP will also serve as the primary representative at national level for liaison with government, donors and partner agencies involved in the program. S/he will also liaise closely with field-based program managers who provide the direct liaison at regional, zonal and district levels with government partner agencies, local institutions and communities. The COP will be expected to play a pivotal role in the integration of the DFAP food security/nutrition programs and other complementary programs designed to address the causes and consequences of chronic food insecurity, and in the development of future funding proposals.


Qualifications:



  • Master’s Degree in international development, agriculture, nutrition or related field.




  • At least 10-15 years progressively advanced management experience in field-based food security and emergency programming.



  • Minimum of five years of senior-level experience working on food security projects that addressed gender constraints across sectors related to the availability, access, and utilization/consumption of food resources.

  • Experience in managing large field programs with multiple local and international partners, with expertise in scaling up programs in complex environments.

  • Demonstrated skills in strategic planning, budget development and management, multi-sector work plan development, and program reporting for diverse audiences.

  • Previous experience in managing large scale Title II programs preferably at Chief of Party Level.

  • Experience working in changing work environment associated to conflict, post-conflict and/or disaster prone environments.

  • Familiarity with USAID rules, regulations and policies.

  • Extensive experience working in Ethiopia is required, with a strong technical focus on pastoralism desired.

  • Demonstrated skills in leadership and supervision, with an ability to develop a common vision among partners and lead and be a member of multi-disciplinary teams.

  • Proven ability in promoting and collaborating closely with multi-level stakeholders, development and maintenance of positive and productive relationships with clients, consultants and donors and headquarter offices.

  • Proven coordination skills with the ability to bring together multiple program requirements and stakeholders. Strong presentation and facilitation skills.

  • Strong analytical skills and excellent oral and written communication skills in English.

  • Excellent interpersonal skills and a demonstrated ability to lead and work effectively in team situations; proven ability to manage a complex and demanding workload.
