Job Description



Role and responsibilities of MIRA Officers:


 1-      Demand creation/mobilization activities:


  •  Provide overall coordination and support to the MIRA activities in areas where MSIE is operating SRH/FP services through its clinics, BlueStar and PFS.

  • Create awareness and a positive image for vasectomy and tuba ligations among potential clients.

  • Organize community event to promote the image of permanent FP methods

  • Identify and manage Community Mobilizers that facilitate community discussions, coffee ceremonies and drama performances near the facilities that have been chosen as delivery sites for MIRA supported services.

  • Increase names and locations of sites where NSV and tuba ligation services are available;

  • Encourage acceptance of vasectomy and tuba ligations by using testimonials from satisfied clients.

  • Provide correct information on vasectomy (and on no-scalpel vasectomy, or NSV) and tuba ligation and to educate both men and women who do not want to have more children about the benefits of permanent methods.

  • Be part of the team to liaises, as appropriate with government and non-governmental agencies to promote MSIE’s interest.

  • Liaise with government authorities at Kebele, Woreda and Zonal level to gain support for the objectives of MIRA.

2-      Infection prevention activities


  • Participate in readiness/preparation of autoclave at centre level and government health centre through discussion with field manager, scrub nurse and focal person at health centre.

  • Assist and assure the readiness of tubal ligation and vasectomy kits and assure the correct sterilization process and storage of the kits.

  • Assist and assure the preparation of oxygen cylinder, medical emergency kit and consumable materials (lignocaine, syringes, surgical gowns and others) consent forms and registration format before traveling.

  • Participate in appropriate loading of all necessary materials before travel.

  • Assist as scrub nurse during the permanent methods procedure.

3-      Service provision and follow up:


  • Motivate, coach, train and continuously set and reviewing performance targets for the MIRA in collaboration with program officer and filed office manager and the Advisor for Mobile Services.

  • Advise and provide expertise to all medical team working on the service delivery points on permanent methods of Family Planning under the MIRA strategic framework.

  • Decides on clients eligible for vasectomy and tuba ligation services and make sure that the required supply and equipment are in place.

  • Ensures client records are up-to-date, orderly, properly filed and readily retrievable for reference and inspection.

  • Ensures the maintenance of efficient delivery of client care and the confidentiality of all cases, in accordance with accepted standard medical practices and professional code of conduct.

  • Support locally all research activities related to MIRA.

  • Prepare and submits work plan and budget of the MIRA

4-      Capacity building and coaching activities


  •  Assess medical staff training needs and arrange training for MIRA in consultation with the respective Field Manager.

  • Monitor and evaluate the performance of MIRA being  provided by the medical team and control the quality  as per the standard of MSI

  • Participate in selection, training and coaching of scrub nurses from government health facilities at each PFS and MIRA sites together with other officers.

  • Participate in selection, training and coaching government or BS health service providers (MD/HO) for permanent methods FP.

  • Support HEWs and satisfied clients on how to increase awareness of FP methods and services, follow up and refer clients every month for service provision by appointment and request budget for such activities.

  • Support and participate in training and supervision of voluntary FP permanent methods for government service providers.



Required Qualification and Experience:


  • BA/BSC Degree in social science with nursing background and BSC Nursing or Degree in Public Health with four years’ direct relevant experience or

  • Diploma in nursing with six years Direct relevant experience.

  • Collaborative approach to team working, strong personal commitment and good interpersonal/communication skills.
