Accounting Manager


CARE Ethiopia is a non-political, non-religious and independent humanitarian organization working in collaboration with various stakeholders to fight poverty and support vulnerable community groups. Its interventions primarily focus on three distinct impact groups: chronically food insecure rural women, pastoralist school-aged girls, and resource-poor urban female youth. CARE Ethiopia runs initiatives in the areas of WaSH, Food security and climate change, sexual and reproductive health, emergency response, and women’s empowerment in four regions of the country.

I. Position: Accounting Manager


II. Salary:  USD 933 (negotiable based on past pay history and other factors)

VII. Job Summary


The Accounting Manager will be directly responsible for the accounting team.  This person will mentor, cross train and develop staff, manage and delegate escalations, manage cash, manage and update AP, AR, GL, Petty Cash and Vendor Polices/Procedures.


This position holder is responsible to maintain proper records in compliance with financial policies and procedures of CARE. S/he ensures excellence in providing accounts payable, accounts receivable, general ledger and disbursement services to the Head Office.. S/he prepares accurate and timely financial summaries and reports and control bank account balances and cash holding to optimal balance to minimize cost of capital.


 


VIII. Duties and Responsibilities   


 


§  Ensures the accuracy and efficiency of invoice processing and vendor disbursements and compliance with established CARE policies and procedures;


§  Ensures that required documentation and authorization is present to effect payment;


§  Make sure all payments for AP transactions processed in the system


§   Forecasts cash collections & disbursements and ensures the availability of sufficient cash balance to cover the CO cash monthly requirements for various payments;


§  Review  monthly Cash Forecast prepared  for the Country Offices and submit for Finance Director for review and approval;


§  Controls bank account balances and make inter-bank account reconciliation and transfer to maintain optimal cash balance;


§  Ensure that the checks are prepared after completing the payment tab in the PS.


§  Ensure that the entire monthly bank charges are recorded in the system.


§  Establish and properly monitor petty cash funds for Head Office;


§  Supervises CARE Ethiopia’s banking arrangements and change of signatories;


§  Supervise Accounts Receivable Module data entry;


§   Supervises the computation, handling and reporting of staff benefit packages (provident fund, accrued benefit, leave & medical benefit accruals) of the Country Office;


§  Verifies quitclaim payments (separation, death and disablement benefit payments) and request for payment of the main office;


§  Ensure the computation and correctness of monthly payroll for the main office and provide technical support to the FOs;


§  Follow up and assist for the timely transfer of provident fund to the bank on a regular basis;         


§   In coordination with the Grants/Contracts and Budget specialists, ensure that the sub-grantee advances requests are in compliance with the established CARE policies and procedures;


§  Ensure that required documentation and authorization has been presented to effect payment;


§   Supervises,  and support the AP and Disbursement Specialists, finance officers , Accounts Clerks and VAT and Documentation clerk;


 Job Requirements



 A) EDUCATION/TRAINING

§  Bachelor’s degree in business administration, accounting, finance, or related field preferred


 B) EXPERIENCE


 Required:



•    Six years experience preferably in Accounts Payable position, including managerial


           experience


          D) COMPETENCIES
