Overview of the workshop: The ACCP is a very important, and complex, project, as it focuses on child rights in Africa at the highest levels through collaboration between African and International NGOs and the African Union Commission.
The role of the consultant is to facilitate and manage a consultative process involving multiple stakeholders to review project progress during the first year and plan for the second year of the ACCP bridging period. Additionally, in relation to the anticipated phase two of the project, develop a roles and responsibilities matrix and coordinate capacity building initiatives amongst the Consortium members on selected thematic areas.
The African Children’s Charter Project will hold a 5 day Project review and planning workshop which will be held on from the 15th to the 19th February 2016 in Accra – Ghana. This workshop will involve the project consortium partners namely Plan International, ACPF, Save the Children Sweden, the Community Law Centre and the Institute of Human Rights and Development in Africa; together with two representatives from the African Committee of Experts on the Rights and Welfare of the Child (‘ACERWC’) and three representatives from the ACERWC secretariat in Addis Ababa, Ethiopia. All the six organizations have agreed to form a partnership and entered into a Memorandum of Understanding with Plan SNO to work in a consortium to maximize the impact of their work in the context of the African Children’s Charter Project (‘the Project’) funded by SIDA. Plan RESA who is legally accountable to Plan SNO for the effective implementation of the Project has already signed partnership agreements with each of the partners above. The Project agreements specify specific project activities and resources which each partner will implement and use respectively as part of the Project consortium.
The purpose of the workshop is to undertake a strategic review of the progress of the African Children’s Charter Project during since the start of the bridging period (2015-2016) through a consultative process involving multiple stakeholders (Consortium partners, ACERWC and its secretariat). The workshop will also conduct capacity building sessions in key thematic areas including gender and how it can be mainstreamed in the current period, working in consortia and child protection. Moreover, preliminary plans towards the anticipated second phase of the project will be discussed and paid out.
The workshop objectives include:
- A review of successes, lessons and areas needing improvement since the project’s bridging period as well as finalization of the partnership guidelines;
- A review of progress implementation in 2015 and develop an implementation plan for 2016;
- A review of the recommendations as contained in the management letter of the final evaluation of the project: 2011 – 2014 and assess level of implementation.
- A review of the draft M&E framework for the project
- Capacity building for the Consortium in areas including- Gender programming, working together as a consortium and child protection.
Undertake a situational analysis and develop milestones for phase two of the project.
On behalf of the ACCP consortium, Plan International would like to invite expressions of interest from qualified consultants to submit bids for this assignment under the ACCP that will be coordinated by the Plan Pan Africa and Advocacy office in Addis Ababa.

• References, of past work have been performed by this consultant.
• Computer capability of the consultant

Interested applicants should submit to Plan International their technical and financial proposals including: Confirmation of the requirements of the Terms of Reference; Curriculum vitae and statement of capability; Brief outline of consultant’s approach and methodology to achieve the assignment requirements; Work plan for the assignment. The proposal should cover all aspects of preparation, facilitation and support for the final report as described above and Proposed fees stating the net of tax and the total gross total figure. It should also indicate all other expenses that will be billed at cost with supporting receipts as per Plan International’s expenses policy.
