Transaction Liaison - USAID Power Africa - Washington, DC

Power Africa addresses one of the most pressing challenges in sustainable economic growth and development in sub-Saharan Africa – access to electrical power. President Obama announced the initiative in remarks at the University of Cape Town, South Africa, on June 30th, 2013.

More than 69 percent of the population of sub-Saharan Africa has no access to electricity -- and that number rises to more than 85 percent in rural areas. And yet, the region has significant potential to develop clean, geothermal, hydro, wind, and solar energy.

Power Africa will bridge the gap between Africas power shortage and its economic potential by working with 12 U.S. Government Agencies, African Governments, NGOs, and Private Sector Partners to take the steps needed to building out power generation, transmission, and expanding the reach of mini-grid and off-grid solutions. All the partners in Power Africa recognize that business and government must make long-term commitments to solve Africas energy deficit. Tough reforms are required on the part of government. Business needs to provide long-term, sustainable solutions. U.S. Government partners need to provide support for deserving projects in a clear and effective way. Power Africa exists to enable these steps to be taken.

The Coordinators Office for Power Africa is based in the U.S. Agency for International Development. The Department of Commerce (DOC) is an active and important member of the Power Africa Interagency Working Group (PAWG) given its statutory mandate to catalyze private sector development in developing countries. Furthermore, because DOC is a self-sustaining agency, its staff possesses the transaction expertise that is relevant to support Power Africa projects responsibly and expeditiously. It will be very meaningful to Power Africas goals to designate an individual, focused on IWG Secretariat objectives, to become immersed at an operational level in advancing private sector transactions at DOC. As such, USAID intends to support DOCs efforts to advance Power Africas goals by providing additional human resource capacity to support DOC transactions.

The Transaction Liaison will be a vital member of the Power Africa team. The incumbent will hold primary responsibility for coordinating with the IWG, as to the DOC progress, issues, successes, and requests for delivery under Power Africa. As a member of a project team, the Transaction Liaison will be primarily responsible for researching trade opportunities for U.S. companies, preparing the information and disseminating leads to U.S. companies through trade associations, directly to companies and through USG websites. In addition the person will coordinate/participate in trade events in the U.S. to develop a list of potential suppliers The Liaison will support the U.S. trade specialists and Foreign Commercial Service officers to develop trade promotion programs including seminars, reverse trade missions, etc. to help expand U.S. presence in power projects in Sub-Saharan Africa. The Liaison can focus on connecting businesses to transaction opportunities in the power sector in Power Africas initial six focus countries (Ethiopia, Ghana, Kenya, Liberia, Nigeria, and Tanzania), other countries with a Foreign Commercial Service presence, and other countries in Sub-Saharan Africa.
While working to fulfill the mission of the PAWG Secretariat, the individual will be an active member of the PAWG. The individual will work directly with DOC and USAID, and ensure coordination with private sector partners, development partners and other USG staff both in Washington and in the field. The Transaction Liaison will emphasize priority Power Africa countries (Ethiopia, Ghana, Kenya, Liberia Nigeria, and Tanzania) but also be available to work on energy projects elsewhere in sub-Saharan Africa. The Transaction Liaison will focus on support for DOC project development and execution, including financing and insurance. S/he will also provide direction for leveraging the other USG tools that can provide the catalysts needed to bring power projects to fruition. Incumbent will enhance collaboration and coordination between DOC and USAID and other USG agencies, and work to support their mutual objectives embodied by Power Africa and outlined in its core documents.

The major duties and responsibilities inherent in the position include:

Supporting DOCs delivery, performance, and reporting under Power Africa by serving as liaison amongst other USG agencies comprising the IWG. Will participate in Power Africa meetings and events, and will be responsible for coordinating DOCs response to the inter-agency.
Coordinating closely with representatives of USAID, State Department, U.S. Trade and Development Agency, The Overseas Private Investment Corporation, ExIm Bank and other interested program stakeholders.
Developing and maintaining strong relationships with U.S. companies in order to keep them updated on opportunities and actively engaged with Power Africa and DOC.
Working closely with the DOCs apparatus in the U.S. to help build transactions for Power Africa.

Requirements:
At least 5 years of pertinent experienceExpertise in both written and oral communications.The incumbent must have existing relationships and experience in working with senior leadersExperience with the Power Sector and the Department of Commerce is strongly preferred, but not requiredAbility to work and communicate with all levels of USG in the U.S. and in sub-Saharan Africa.The position is based in Washington DC, but there may be possibilities for travel.
