JOB SUMMARY:
The Program Operations Manager (POM) will be responsible for leading the implementation of Save the Children's operation in Dollo Ado Woreda - including managing the humanitarian response in Dollo Ado refugee camps and managing our development programming in the host communities. The POM will work closely with our program development team to design quality proposals that are fitting to the practical program implementation on the ground to ensure the needs of children are being met. The POM position is based in Dollo Ado, and reports directly to the Program Operations Deputy Country Director (South), based in Addis.

S/he will ensure that teams implement high quality programs at scale that impact positively on the lives of children and vulnerable refugees and that meet with Save the Children International’s Humanitarian Framework, Standard Operating Standards, SPHERE standards and UNHCR. Additionally he/she will ensure that all programs are delivered in line with our commitments to the children and communities we serve, our donors and the Government of Ethiopia. The POM will lead our resilience building work and ensure cohesive approach to delivering our emergency and developmental activities. The POM, will work will work closely with our business development team in design quality proposals that are fitting to the practical program implementation on the ground to ensure the needs of children are being met.

KEY AREAS OF ACCOUNTABILITY:

coordinating and ensuring the effective performance of the program and support teams in Dollo Ado to maximize the efficiency and impact of our interventions with the budget available

· track and monitor overall programmatic progress on an ongoing basis

· coordinate with support teams in the country office to build systems which effectively support Dollo operations

· oversee the line management, team management and capacity building of staff; and ensure that teams implement high quality programs at scale that impact positively on the lives of children and vulnerable refugees and that meet with Save the Children International's Humanitarian Framework

· Standard Operating Standards, SPHERE standards and our commitments to donors, UNHCR and the Government of Ethiopia.

QUALIFICATIONS AND EXPERIENCE

University degree in a relevant academic discipline-Masters in international development, conflict and education or protection an advantage.Minimum of 5 years practical experience managing a large program in a complex emergency context, in at least 2 of the following areas: refugee influx, education, food aid, child protection, food insecurity, health, nutrition;Experience of managing the program cycle, including assessments, project design , proposal and report writing, implementation, monitoring and evaluation;Excellent planning coordination and reporting skills, with a proven track record of troubleshooting and organizing a substantial workload comprised of complex, diverse tasks and responsibilities;Strong financial management skills, particularly in budgeting and reporting;Experience with managing security in complex conflict situations;Computer literacy, particularly in Word, Excel and PowerPoint;Strong communication, people management and interpersonal skills in English, with experience in leading multi-cultural, multi-location, values driven teams;

· Experience of a flexible approach to managing and prioritising a high workload and multiple tasks in a fast paced environment with tight deadlines

· Experience of proactively identifying and addressing issues

Desirable:

Knowledge of Somali languageExperience working in Somalia or Somali region in EthiopiaHow to apply:
