General Description of GOAL’s Workin Ethiopia

In 1987 GOAL registered as an international implementing NGO in Ethiopia, and has been delivering a range of relief and rehabilitation initiatives throughout the country ever since. Within excess of 30 years of experience in implementing all kinds of humanitarian aid there, GOAL has developed a strong capacity to perform appropriate humanitarian programs effectively, efficiently and sustainably, and is now a strong and influential organisation in Ethiopia.

In line with its mission, GOAL has supported the planning, design and delivery of development and emergency interventions across all regions of Ethiopia. With adherence to its strict guidelines and policies across its initiatives, GOAL conducts/supports needs assessments, review and evaluation of the outcomes of implemented programs and initiatives in a range of sectors including livelihoods, water, sanitation and hygiene, health (including HIV, nutrition and child and maternal health) and child protection and empowerment. One of GOAL’s operating principles in Ethiopia has been improving the ability and capacity of local institutions, organizations and individuals to make effective and efficient use of resources to achieve humanitarian objectives.

Summaryof the Role

The Monitoring & Evaluation Advisor will support Programme Coordinators, Managers and staff to strengthen M&E tools, templates and processes across all GOAL Ethiopia programmes to ensure evidence-based planning and programming. The M&E Coordinator will also support programmes in quantitative and qualitative research activities undertaken. Additionally, the M&E Coordinator will advise and input during proposal development for new programmes, to ensure clear theory of change and impact logic within programme design.

1. Monitoring and evaluation

With the Programme Managers, ensure an integrated approach to M&E across all programmes, including developing and updating programme logframes and putting in place programme M&E plans.Review and strengthen M&E tools, templates and processes across all GOAL SL programmes.Advise and input into during proposal development to ensure proposal has clear theory of change and impact logic.Train and develop the capacity of M&E Focal Points to lead on M&E issues in their departments.Work with M&E Officers and Programme Managers to analyse and review monitoring and evaluation findings and feed learnings and recommendations into action plans for programmes.Work with M&E Officers and Focal Points to manage routine monitoring survey activities.Ensure the systematic record-keeping of all M&E activities and user-friendly systems for accessing M&E logframes, indicators and data generated across the programmes.

2. Research

Give technical support to programmes in selecting the appropriate research design, and structuring their research activities.Support Programme Managers to design research activities and train enumerators.Oversee data collection to ensure high quality results.Assist the teams with data entry and analysis.Contribute to the writing of research reports and dissemination of results and recommendations.

3. Other

Carry out any other duties as requested by the Assistant Country Director-Programmes.Comply with GOAL’s Child Protection Policy at all times

Requirements

Degree-level qualification in public health, international/community development, child protection or a related field, including studies relating to research and statistical analysis.Demonstrated experience in applying quantitative and qualitative/participatory research methods in a developing country context.Capacity to build the research and M&E skills of colleagues and community members.Ability to write clearly and concisely and to translate complex concepts into non-technical language.Good communication skills, including fluency in oral and written English.Confident presentation and facilitation skills.Proficiency in using standard computer software, especially MS Office programmes, as well as data entry/statistical packages, such as MS Access (preferred), ENA-SMART, STATA, SPSS or equivalent.Ability to manage multiple projects simultaneously and to meet deadlines under pressure.Commitment to GOAL’s gender, child protection and HIV workplace policies.How to apply:
