Livestock Value Chain Advisor

Agricultural Growth Program – Livestock Market Development Project in Ethiopia Livestock Value Chain Advisor (International Position)

Start Date: January 2015

Duration of Assignment: 24-27 months

Supervisor: Chief of Party

Location: Addis Ababa, with frequent trips to project sites in the regions of Oromiya, SNNPR, Amhara, and Tigray

General Project Description

CNFA is currently implementing the five year $38 million AGP-LMD’s to i) foster growth and competitiveness of meat, live animal, and dairy value chains, ii) ensure an enabling environment to support the growth and competitiveness of these livestock value chains, and iii) address the needs of the chronically vulnerable through nutrition-based interventions and linkages with other USAID-funded programs in Ethiopia. AGP-LMD’s overall objective is to improve smallholder incomes and nutritional status through investments in selected livestock value chains. These investments must in turn generate increased productivity and competitiveness of these value chains to the benefit of smallholders, both men and women.

General Responsibilities

AGP-LMD’s Livestock Value Chain Advisor will be responsible for activities related to the development and implementation of livestock value chain activities. S/he will lead the project’s livestock value chain team and will oversee the implementation of Component 2 (Improve the Productivity and Competitiveness of Livestock Value Chains) activities. S/he will also provide technical oversight to Component 3 (Spur Investment and Innovation), working closely with the Innovation Funds Manager, the DCOP and two dairy and livestock/meat Value Chain Managers.

Specifically, AGP-LMD’s Livestock Value Chain Advisor will:

Oversee the implementation of all activities under Component 2, including: support to agribusinesses and lead firms, support for improved coordination and linkages within the value chain, capacity building for supply response and improved productivity, development of supporting service markets, and (in collaboration with the Pro-Poor Value Chain Expert) piloting of interventions to “pull” GRAD and PRIME project participants into AGL-LMD’s-supported livestock value chains;Ensure that AGP-LMD meets all Component 2 deliverables in a timely manner;Collaborate with other AGP-LMD’s staff members to ensure proper coordination between program components;Supervise the livestock value chain team including the Meat and Live Animal Value Chain Manager, the Animal Health Advisor, the FBO Organizer, and the Dairy Value Chain Manager;Interface with livestock value chain actors and service providers, Government of the Federal Democratic Republic of Ethiopia (GFDRE) officials working in the livestock sector, and other livestock value chain stakeholders;Organize and supervise study tours to existing and potential export markets;Identify and lead the development and implementation of innovation and partnership opportunities using grants under contract for the project; andUndertake other assignments or tasks at the request of the COP.

III. Desirable Qualifications

Master’s degree in livestock, agriculture, agribusiness, agricultural economics, or related field is required or equivalent work experience;At least Ten (10) years of professional work experience in livestock agriculture, food security or relevant or related sector; “AND”a minimum of five (5) years of experience related for-profit agribusiness or value chain development in areas of value chain facilitation, agribusiness, marketing and financial services and private sector development;Proven relationship with and/or substantive knowledge of international agribusiness firms. Experience with gender mainstreaming in livestock/agriculture projects is added advantage.Proven experience in grants under contract experience in USAID programs.
