Livestock Value Chain Development Trainer/Consultant

(International contract)

Job Description

The Agriculture Growth Program – Livestock Market Development Project (AGP-LMD) is a five year $38 million project aiming to 1) foster growth and competitiveness of meat, live animal, dairy and hides/skins; 2) ensure an enabling environment to support the growth and competitiveness of these livestock value chains, and 3) address the needs of the chronically vulnerable through nutrition-based interventions and linkages with other USAID-funded programs in Ethiopia. AGP­LMD's overall objective is to improve smallholder incomes and nutritional status through investments in selected livestock value chains. These investments must in turn generate increased productivity and competitiveness of these value chains to the benefit of smallholders, both men and women.

Position Summary

The objective of the assignment will be on capacitating government and the project’s high level experts to have a clear understanding of the value chain concept and how it is translated in the LMD project. Therefore the training module should consider the local context, the project and the Value Chain Development (VCD) concept.

To review the project document and get an understanding of the local context in terms of the projectAssess various VCD training modules and tools (including value chain assessment) and select appropriate ones for the situationPrepare the training module including relevant VCD assessment and evaluation toolsGet full details of field site visits from the project and relate the training with the field sites in terms of designing in training assignments and presentations Prepare a detailed daily training program Prepare a trainee assessment tool to measure the impact of the training

Performance Activities and Deliverables

A. Pre-Assignment Preparation – (out of country) 5 days

Developing contents or training modules of the training

The consultant will develop a tailored training module suited to the categories of people working in the livestock value chain. The training module will include practical sessions to support the theoretical issues/components (LMD will organize the field sites and logistics.) The discussion points in the training module will include the following main topics:

General overview of livestock production and marketing, supply chain and the value chain concept;Overview of supply chain, supply chain mapping and management;Overview of value chain concept, and the difference between supply chain and value chain;Overview of value chain analysis (including gross margin analysis), scenario analysis and value chain mapping;Branding, market segmentation and market channels (if possible);Critical success factors for livestock value chain development in Ethiopia; including export market for meat and live animals; and Creating an enabling environment for value chain development, (the role of enabling actors with policymaking roles in VCD, and supporters such as research institutes.

Detailed training content or moduleTraining manual

Due date: A week before the start date of the training

B. Organizing and conducting the in-country training workshop: (one day orientation/review with LMD staff + 5 days training + field visit time TBD)

Training Materials

The consultant should review training materials with LMD staff during a one day orientation prior to the session to allow for any changes.

Conduct the training using various training tools, training aids and methodsConduct the field visit with relevant discussion points for after field visit discussion points Have the trainees evaluate the training based on the assignment objectives set

Deliverable(s):

Final training materials and all documents/handouts/presentations for review by LMD prior to training.

Due date: Delivered to LMD 3 business days prior to travel to Ethiopia, and review any changes on final day before travel and provide final changes day before training during briefing/orientation with LMD.

Post-Assignment: Completion of Final Report - 4 days (out of country)

Submitting the Training Report

The trainer will deliver a training report including copies of the final training module, tools and other handouts for the theoretical and practical sessions. The report will include feedback of participants.

Written field assignment and assessment report, including full report of the training and field visit assignments, all presentations/PPTs of full training module and all documents/handouts used during the training. Also include, as annexes or separate files, full list of trainees.

Candidate Profile

Economist, Agro-economist or livestock expert with an economics background or economics related field specializationMaster’s degree in Economics, Agriculture, or a related fieldAt least 10 years of professional experience in value chain development Experience in value chain development in a developing country contextPossess specific knowledge and experience of value chain analysis, and in organizing VCD trainings on agriculture value chain developmentDemonstrated understanding of livestock value chain development is an advantageStrong training and facilitation skills

Desired start date: October 2014
