We are currently seeking qualified candidates for the position of: Monitoring and Evaluation Officer, Addressing Child Labor in Ethiopia

Project Description:

The Monitoring and Evaluation (M&E) Officer will contribute to USDOL/ILAB and Government of Ethiopia efforts to address exploitative child labor by helping youth ages 14 to 17, with a focus on female youth, develop marketable skills to secure decent work that is appropriate for their age and serve as leaders in their communities. This position reports to the Project Director and supports the management of the project specifically in the assessment of progress and performance. The M&E Officer is responsible for developing and managing a results oriented monitoring and evaluation system and for the collection and analysis of data. This position will lead all monitoring, evaluation and reporting activities under the project. The M&E Officer will work closely with project stakeholders and develop and manage the Project‘s Comprehensive Monitoring and Evaluation Plan (CMEP). The M&E Officer will develop and maintain all monitoring and evaluation systems collecting, researching and analyzing, and summarizing information on inputs, outputs, outcomes and impact of the program. S/he will carefully analyze monthly data and support training of monitoring and evaluation personnel in quality assurance methods. The position will assist implementing and other partners to develop high quality M&E systems aligned with their respective program outcomes; provide ongoing training and mentoring; and promote interactive monitoring with collaborative learning.

Duties and Responsibilities:

Spearhead the development of performance monitoring indicators taking into account strategic objective and intermediate results addressed by the project.Collaborate with USDOL-funded external M&E experts and USDOL in developing the CMEP.Lead the design of a performance monitoring plan defining each indicator, the unit of measurement, source of data, most appropriate method for data collection, and assigning responsibilities and verifying the information.In coordination with the Project Director and the technical directors, the M&E Officer will develop the project’s logical frameworks setting realistic and measurable targets.Assist in developing survey instruments, monitoring instruments, assessments and trainings; Direct Beneficiary Monitoring System; design tools and lead data collection, cleaning, and processing; preparing regular reports as requested by the Project Director or the client.Review Implementing Partner (IP) CMEPs for the following: detailed definition of each performance indicator ensuring the definitions used for indicators are congruent across all CMEPs, with IP SOW, and deliverable time frames; source, method, frequency and schedule of data collection; units of analysis; inclusion and addressing of critical assumptions.Assure data quality and accuracy through regular field visits and data audits; conduct CMEP analysis, reviews and regular IP site visits for reporting, including identifying M&E and technical-assistance capacity building needs.Strongly contribute to knowledge management efforts that enable the project’s monitoring and evaluation activities to create a dynamic dialogue between learning and implementation that will refine activities as implementation progresses.Assess and monitor IPs’ and stakeholder institutions’ M&E process, design and provide training, provide ongoing mentoring and Supportive Supervision, and manage an interactive and informative M&E Community of Practice.

Skills and Experience:

Bachelors or Master’s degree in statistics, demographics, public policy, international development, economics, or related field. Master’s degree or Bachelor plus an advanced certificate in M&E, statistics, or economics preferred.Minimum of five years professional experience in a senior M&E position responsible for implementing M&E activities of international development projects.Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.Experience designing and managing beneficiary monitoring and database systems.Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.Experience in planning and managing surveys.Experience developing and refining data collection tools.Experience with data quality assessments and oversight.Experience managing and providing ongoing training to M&E field officers.Ability to facilitate and serve as a project liaison for externally-managed evaluations.Fluency in English required. Knowledge of Amharic preferred
