Project Description:

The Project Director is responsible, and has authority and oversight, for the entire program ensuring an integrated vision among different components and actors. The Project Director will report directly to both the FHI 360 Ethiopia Country Director and department head. S/he will provide technical and managerial leadership, capacity building for program counterparts, staff mentoring, and professional development while directing and managing the work of the in-country technical team, including the subcontractors/partners and local governmental and non-governmental service providers. The Project Director will develop and maintain systems to insure open and transparent communications among staff and partners involved in the project; prepare action plans, annual work plans and budgets; monitor project implementation against the work plan and budget; and report to the U.S. Department of Labor and the FHI 360 home office. The Project Director will also be responsible for supervision of the project’s administrative and financial management functions; in particular s/he will ensure compliance with USAID regulations and bear ultimate responsibility associated with grants and sub-grants issued under the program.

Additional Responsibilities:

Maintain working relationships with all project stakeholders, and engages in coalition building and public-private partnerships promotion.Establish and maintain systems for project operations.Establish and maintain a standard of excellence for all aspects of project management, including the supervision and allocation of all personnel and financial resources to implement the project which will work at the intersections of: livelihoods, entrepreneurship, vocational training and education, youth leadership, workforce development, social protection, local economic development, systems strengthening, financial sector development, and gender.Plans, directs and coordinates activities to ensure project goals and objectives are accomplished within prescribed timeframe and funding parameters.Identify issues and risks related to project implementation in a timely manner, and suggest appropriate policy adjustments.Act as the liaison with USDOL/ILAB and all other counterparts, implementation partners, and government of Ethiopia officials.Provide technical support and guidance to project activities.Responsible for ensuring compliance with USG regulations in procurement and commodity management, as well as FHI 360 country office policies and guidelines.Promote linkages with other USG and international donor activities.

Qualifications:

Education
Bachelor's Degree or its International Equivalent - Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.

Skills and Experience:

University degree in economics, international development, public policy or related field of study; Master’s Degree or higher preferred.Minimum of 8 years’ experience in project management, supervision, administration, and implementation of cooperative agreement and/or contract requirements (including meeting deadlines, achieving targets, and overseeing the preparation and submission of required reports).Experience in a leadership role in implementing development projects relating to livelihoods, workforce development, and youth.At least 8 years of management experience, including direct supervision of technical and support staff, and assembling teams working in multifaceted and complex international development programs.Experience working with a diverse set of stakeholders such as local partners, government officials, and donor representatives.Excellent communication skills and demonstrated experience in the use of training and information dissemination to transfer concepts and skills.Fluency in English required. Knowledge of Amharic preferred.Excellent interpersonal skills.
