Project Description:


FHI 360 is launching a new program in Ethiopia funded by USAID that will strengthen the effectiveness of PEPFAR implementing partners in economic strengthening approaches, monitoring and evaluation for a better evidence base and improved practices, and organizational capacity for sustainability.


Job Summary / Responsibilities:


The Chief of Party (COP) will have overall responsibility for coordination of all project activities and staff. S/he will be responsible for technical leadership and administrative oversight of the program and will serve as the principal institutional liaison to USAID. S/he will manage a team of senior staff, subrecipients, and engagement with stakeholders and ensure quality, timeliness, and efficiency of all products and activities generated under the OVC/HVC, PLHIV, and MARP project. The COP is expected to have strong leadership qualities and depth and breadth of technical and management expertise, as demonstrated by:

Provide vision and strategic technical leadership for the project.Serve as primary liaison to USAID, local and national governmental authorities, local NGOs, community organizations, and other donor organizations.Facilitate learning of best practices on program’s technical areas.Responsible for planning and leading all report writing endeavors, and ensuring the timely communication with and reporting to USAID Ethiopia.Establish clear and frequent communication regarding program progress FHI 360 oversight management and with the donor.Ensure that the project activities are meeting client and stakeholder expectations and that project results are proactively disseminated.Responsible for addressing contract-related issues, including ensuring that FHI 360 financial controls and systems comply with USAID standards and FHI 360 policies and procedures, and that all activity-procured materials and equipment are safeguarded and prudently and responsibly used.Responsible for tracking project costs and ensuring a current and effective project pipeline tracking system.Ultimately responsible for the provision of oversight, management, and support to grantees under contract.Responsible for the overall planning, implementation and management of the project and for establishing the administrative framework to monitor and assure progress toward the achievement of the goals and objectives of the project.Ensure the timely and quality completion of required reports.Develop and implement annual program work and performance milestone plans and negotiate an agreement of those plans with USAID, sub grantees and other stakeholders.Provide mentoring and professional development support to project staff, with emphasis on building capacity of national staff.Represent the project on behalf of FHI 360 in national or key global meetings, consultative sessions and conferences.

Qualifications:


Bachelor's Degree required; or Master’s degree in international development, social sciences or public health, or a relevant field of study preferred

Two years of experience living or working in a developing country are desirablein international development, agriculture, livestock, economics, public health or related field of study; advanced degree strongly preferred.Minimum of 10 years' relevant experience in managing similar programs in complex environments in a senior management position.At least five years has been spent in the position of Project Director or Deputy Director of a large development program of equivalent size and scope; prior COP experience preferred.Prior management experience with a USAID cooperative agreement required.Experience with Economic Strengthening, HIV and AID programs required; capacity building, research or policy development desirable. Demonstrated national credibility as a leader on matters of HIVAIDS, OVC and the social protection sector in developing countries.Experience interacting with USAID, host country governments and counterparts, and other international donor agencies.Excellent interpersonal, writing and oral presentation skills in English are also required. Strong presentation and communications skills to meet the diverse technical and managerial requirements of the program and to effectively coordinate with a wide range of stakeholders.Ethiopians are strongly encouraged to apply
