Operations Coordinator- Contingent upon Confirmation of Funding

The Operations Coordinator is responsible for the coordination and support to the implementation of the Ethiopia: Drought operation, in close consultation with the Country Representative, Regional Representative, the East Africa Technical Support Unit and in coordination with the Ethiopian Red Cross Society, and Participating National Societies operating in the country. The Operations Coordinator will ensure that the Federation policies, procedures and directions are followed.

Description of Duties:

1. Operations Management

Provide coordination and support to the overall implementation of the Ethiopia: Drought operation.
Provide and coordinate information for accurate, regular and timely narrative, and financial reports.
Support the finalization and implementation of the Plan of Action for the Ethiopia Drought operation.
Ensure smooth running of the operation and guarantee that there are adequate consultations with ERCS, Partner National Societies, and the Country Office.
Take initiatives to coordinate operational funds in support of the Federation appeal in close coordination with the Regional Representation, Zone Office and National Societies.

2. Support to National Society

Coordinate the Federation's support to the Ethiopian Red Cross Society in the implementation of the Ethiopia: Drought operation, ensuring compliance with approved plans, policies and procedures.
Support the strengthening and development of the National Societies' capacity and performance in relation to the drought operation by assessing the current strengths and weaknesses, and by recommending measures for capacity building.
Undertake field trips with counterparts in order to monitor and assess the progress of the relief programme and advise National Societies on overall direction.
Set up and manage monitoring, evaluation and learning within the operation.
Work closely with reporting/media to ensure the learning/messages from the operation are clear and widely shared.
Keep stakeholders informed, engaged and involved throughout the operation.
Support and engage with the ERCS managament task force for the operation.

3. Resource management/Accountability

Work with the Country Representative and PMER delegate to ensure the operational planning, budgeting and reporting is carried out in a timely and professional manner, in accordance with the Secretariat requirements, formats and standards.
Ensure the operations resources including fixed assets and financial resources are managed according to the Secretariat procedures and regulations and in compliance with approved plans.

4. Representation and Advocacy

Ensure effective and efficient liaison between the Federation office and in-country counterparts in managing the operation.
In coordination with the Country Representative and Zone Office promote the Federation's operational strategy among internal and external stakeholders globally and within the areas of operation.
Provide effective coordination and communication on operational issues with international organizations, donor societies and other involved parties.
Represent the operation in disaster management fora and, in close cooperation with the Country Representation Office, develop relations with Participating National Societies, international and national organizations, donor governments and other organizations represented in the country.
Ensure effective working relationships with Country Representation, Regional Representation and Zone Office.

5. People Management

In support of the Country Representative, where appropriate manage the operation's human resources; ensure clarity of roles, responsibilities and accountability for operations staff.

Duties applicable to all staff:

* Actively work towards the achievement of the Secretariat's goals.
* Abide by and work in accordance with the Red Cross Red Crescent principles.
* Perform any other work related duties and responsibilities that may be assigned by the line manager.

Required Qualifications

Education:

Relevant University Degree.
Basic Delegates Training Course.
FACT, RDRT training or equivalent knowledge preferred.

Experience:

5 years of relevant working experience in humanitarian complex operations, of which 3 years in the field and 3 years in management position.
Good understanding of the common global humanitarian environment, strong analytical skills and capacity to translate analysis into plan and action.
Red Cross/Red Crescent knowledge and experience.
Experience in the region.

Skills:

Proven in-depth knowledge of complex DM operations management
Demonstrated staff management and development skills, including distance management.
Problem solving skills.
Proven strong project management skills.
In-depth understanding of financial management.
Ability to work in a cross-cultural and cross-functional environment.
Strong interpersonal skills and good understanding of the global organization.
Excellent communication skills, public diplomacy and advocacy.
Ability to work to tight deadlines and handle multiple tasks.
Drive for change and improvements and ability to deliver strategies in a challenging environment.
Valid international driving license.
