The GIZ SLM (Sustainable Land Management) Program is an Ethio-German development cooperation being implemented since January 2009. The SLM is implemented through the Federal Ministry of Agriculture and Rural Development and the Bureaus of Agriculture and Rural Development in different Regions of Ethiopia but mainly in Amhara, Oromiya and Tigray Regions supported by GIZ.

Position: Regional Manager GIZ SLM, Amhara.

Duty Station: Bahir Dar

GIZ would like to recruit I qualified Regional Manager for the GIZ SLM Amhara Regional Office in Bahir Dar to respond on the increasing demand of advisory services in this area activities.

The Regional Manager is accountable to the GIZ- SLM Program Director in Addis Ababa and will be responsible for the overall management of the GIZ SLM Amhara Office, the coordination of activities with partner structures and other stakeholders in the Region. Further on he is expected networking with the GIZ SLM Regional Offices in Oromiya and Tigray.

He is responsible for the proper management of a team composed of actually 44 employees, out of which 16 are in advisory positions. He will be supported by a deputy manager and an administrator, who is responsible for Finance, Human Resource Management and Logistics. A small team of Technical Advisors from GIZ/DED and national GIZ-Advisors is integrated directly in the BoA, ANRS (Amhara National Regional State) and belongs also to the team. The activities of a consultant, responsible for a component, still to be determined have to be also integrated.

In addition to SLMP core activities he coordinates and gives support to a Small Scale Irrigation Component from an ethio-germano-israelo Cooperation, gives support to additional activities funded by EU on Climate Change Mitigation and any other upcoming cooperation with additional development partners.

A1 Specific Responsibilities

The Regional GTZ-SLM Program Manager is accountable to the GIZ - SLM Program Director and is responsible for:

• Represents and leads the GIZ SLM Program on high level in the Region. He/she directs, manages and takes the responsibility for all GIZ-SLM activities in the region to ensure that the activities of the program support the Region’s sustainable socio-economic development, add up to a unified effort which accomplishes GIZ’s goals in Ethiopia, and comply with Ethiopian Government’s policies and procedures. He/she works in highly collegial manner with the National GIZ-SLM Program Office, the donor community in the region, the regional government institutions, civil society, private sector, rural communities, and others as appropriate.

• Plans in cooperation with the team, organizes direct, co-ordinates, and monitors the implementation of the overall activities of the Regional Office;

• Ensures the proper execution of activities and sees that they are in line with the rules and regulations of the overall SLM Program activities;

• Facilitates an enabling environment for all components and units of the Regional Office to plan, organize, direct, co-ordinate and control their duties and regularly report progress to him/her;

• Coordinates and cooperates efficiently with regional FC (Ambero-GITEC/KfW) and other consultants integrated in the Program

• Recruits and supervises in collaboration with the administrator all technical, administrative and support staff according to GIZ Rules and Regulations in cooperation with the GIZ SLM Coordination and the GIZ Office;

• Maintains proper communication, networking and reporting mechanisms with donors, partners and other stakeholders:

• Authorizes payment in accordance with the rules and regulations of GIZ, budget and as per limit of authority;

• Presents quarterly and annual activity, financial reports and reports on specific request to the GIZ SLM Program Office, Addis Abeba;

B. Detailed Tasks

B.1 Professional Advising and Consulting

• Provides leadership to ensure the development, financing and implementation of GIZSLM program of activity in the Region and ensures that all GIZ approved policies, procedures and standards for operational, financial, personnel and administrative systems and outputs are implemented by the Regional Office;

• Oversees the implementation and application of a monitoring and evaluation system to measure the performance of the GIZ-SLM in the Region against the organization’s strategic and operational plans, and reports on a quarterly basis to the National GIZ-SLM Program Director on accomplishments in achieving the program’s objectives;

• Ensures an effective internal communication so that all GIZ-SLM staff in the region are fully informed of GIZ’s Mission, Priorities and Strategic Approaches and kept informed of new developments, policies and procedures in a timely manner;

• Participates in identifying needs for external support and advice by GIZ SLM Coordination Office or consultants, elaborates on policy recommendations and develops a strategic approach for the Region in the context of GIZ-SLM Program;

• Supervises the development and implementation of program plans and activities in close cooperation with BoA and other key stakeholders;

• Contributes to the preparation and implementation of the consultation process, the program’s activities, and efforts in the region;

• Assists in defining terms of reference, selection, and supervision of contracted third parties in carrying out program’s activities, including performance evaluation

• Supports and facilitates to conceptualize, prepare and implement workshops, seminars, and other events on subjects that are related to the GIZ-SLM program’s activities in the region;

• Develops and organizes quality assurance and propose necessary changes, improvements, and initiatives;

• Supports efforts that BoA and other regional partners mobilize their own resources as far as possible to enhance ownership and future sustainability of the activities.

• Contributes to the development of sustainable funding strategies that draw on public funding, with a focus on Community Based Watershed Management;

• Gives strategic advice and assistance to SLM field programs, works closely with BoA, Zonal and Woreda structures to mobilize partner contributions and public funding in support of the Regional GIZ-SLM Program

• Supports actively a strong participation of Watershed Communities in decision making (Planning, implementation of activities and use of natural resources emanating from Watershed Development)

• Supports the efficient introduction and application of methods on client centered extension to enhance the regional extension system.

• Identifies weaknesses in the performance of GIZ SLM Amhara and develops proposals how to improve.

B.2 Knowledge Management

• Supports the assessment of the performance of the various policies and strategies, with focus on advice and support to put in place better systems and structures for better coordination of implementation of existing polices and strategies;

Facilitates a policy and strategy of best-practices related dialogue (including exchange visits) and access to high-level advisory services;

• Gathers and analyses informations to develop policy advice

• . Presents to internal staff, BoA staff and other external groups as required with the support of Senior Policy Advisors from Federal GTZ-SLM Program Office and Policy Managers from other key stakeholders at federal level;

• Supports research and study activities on policy topics that will benefit programs;

• Facilitates the development of strategies and technical concepts induding guidelines, manuals, and procedures, which are ready to be applied

• Gives appropriate input to the various project/program reports/publications including annual reports; contribute to other reports required by the National Program Director and the GIZ headquarters;

• Monitors the program progress, reviews reports and documents concerning the progress of collaborative programs, determine bottlenecks and recommends alternative courses of management action to the National Program Director

• Provides technical and administrative support, supervises and evaluates the performance of employees under her/his supervision;

• Identifies capacity constraints in partner organizations and develops proposals and strategies how to increase capacity and/ or overcome constraints

• Insures an efficient cooperation with the Knowledge Management and M&E unit in the Coordination Office

B.3 Management and Coordination

• Develops and disseminates capacity development strategies and materials based on SUN programs and other development program’s and organization’s best practices for the region’s specific focus;

• Coordinates GIZ-SLM Regional staff and assists BoA staff to prepare communications strategies and materials that “Make the Case” to policy-makers on the importance of the SLM, and the need for expanded public funding;

• Plans, organizes, coordinates and monitors the activities of the Regional GIZ-SLM program with specific supervisory responsibilities and assumes primary responsibility for the coordinated, efficient and effective implementation of the service delivery;

• Coordinates and prioritizes relevant program activities at the local level in cooperation with the partners, as well as in organizational preparation and in the implementation of these activities;

• Prepares the budget against funds availability for the different program components

B.4 Communication and Networking

• Maintains an overall good and effective communication between GIZ-SLM, Regional partner organizations and focal Woredas

• Communicates, both orally and in writing, with colleagues and professional groups, through briefings, technical and operational reports and presentations;

• Cooperates with and ensure regular contacts, dialogue; undertakes public relation works and cooperates with local communities, relevant institutions, non-governmental bodies and persons within the program’s environment as well as other projects/ programs;

• communicates and channels local interests and aspirations and exchange ideas and information for the benefit of the program;

• maintains repeated field visits to the Woredas in accordance with the requirements of the program;

• Represents GIZ-SLM in all aspects of SLM program at a regional level

B.5 Managerial Responsibility

• Assists, facilitates regional stakeholders in mainstreaming the SLM HIV/AIDS and gender strategies;

• Manages personnel, finances, and infrastructures of the entrusted area of activity in cooperation with the Amhara GIZ SLM Administrator

• In the context of leadership and management, he/she is responsible for the personnel management of employees in cooperation with GIZ SLM Coordination and GIZ HR Department. This includes employing, dismissing, evaluating subordinates, extension of contract, and personnel development if applicable;

• Gives professional advice and guidance to personnel. She/he is responsible for and motivates her/his team

• Responds to inquiries from the National GIZ SLM Office concerning GIZ-SLM principles, procedures, results and other related issues

• Manages fiscal operations including budget development and authorization of expenditures. Monitors the Amhara Regional Component’s financial situation and makes recommendations to the Finance Administration both at Regional and Federal GIZ-SLM Program levels.

• Ensures in close collaboration with the Finance & Admin. Head that the budget contribution and spending for the different donors is closely and regularly monitored and that the component advisors receive adequate & timely budget monitoring information, so that all staff gains a better understanding of issues related to program development with budget implications, and that corrective action is taken in a proactive and timely manner.

• In collaboration with Finance & Admin ensures that the GIZ’s computer system and intranet meets the requirements of the program.

• Develops, directs and implements public relations and communication strategies to support program goals and increases community awareness of program.

• Monitors trends, legislation and regulations that are relevant to the program’s mission and makes program and advocacy recommendations to BoA and SLM Steering Committee and Technical Committee at Regional level.

• Performs other duties as requested by GIZ-SLM Coordination Office.

C. Required Qualification and Competencies

C1.GENERAL QUAUFICAUONS

The following general qualifications are representative of the high level of demonstrated skills, maturity, judgment and ability required to fulfill the position:

• Excellent verbal and written communication and interpersonal skills necessary to develop cooperative working relationships with supervisory personnel, co-workers, colleagues, consultants, BoA and line Agriculture Development Staff, current and potential key partners, other donor organizations and the general public. Fluent speaking and writing communication skill in English are expected, fluency in Amharic is supposed.

• High degree of flexibility in order to achieve organizational and developmental objectives and meet GIZ-SLM’s requirements.

• An ability to understand and interpret pertinent policies and procedures clearly and accurately, especially those requiring all GIZ-SLM employees to maintain the highest level of confidentiality with regard to business and personal matters

• Excellent judgment, an ability to exercise discretion and tact in difficult or confidential situations and an ability to project a positive, professional image to the public.

• IT- skills (with proficiency in Microsoft Outlook, Word, Excel and PowerPoint), as well as a thorough knowledge of: (a) modem office practices and procedures; and (b) the use of office machines and equipment Proficiency in website oriented skills would be beneficial.

• Also, because GIZ-SLM anticipates maintaining a small core staff for the foreseeable future, the Regional Manager must function productively in a non-bureaucratic environment, in which a wide variety of tasks is expected of each employee and the ability to work collegially is extremely important.

C2.SPECIFIC QUALIFICATIONS

The Regional Program Director must have the following specific qualifications:

• At least a Master’s or PhD degree from an accredited college or university in Business Management, Agriculture or Agricultural Economics, Natural Resources Management or related fields; at least one degree should have been acquired outside Ethiopia. This can be replaced with long term trainings or International Work experience of at least 5 years.

• Senior person with a minimum of 8-10 years of relevant work experience in advisory services in an international or national organization that has allowed her/him exposure to a range of successful agricultural development or natural resources conservation programs, alternatively, a senior person with a proven minimum of 10 years of experience in policy advice, program coordination of major rural development programs with demonstrated success.

• Familiarity with the administrative requirements in a government institution as well as exposure to coordination of development programs will be an advantage;

• Documented experience in design and facilitation of group activities, required;

• Analytical and research abilities necessary to plan and implement programs, collect and evaluate data, and identify opportunities to utilize GIZ-SLM resources effectively;

• Understanding of community dynamics and familiarity with national and international Ethiopian institutions and young and adult culture;

• Demonstrated administrative, strategic and leadership skills and qualities, including the ability to develop and adhere to realistic timelines and implement action plans.

• An ability to conduct formal presentations. Proven experience in guiding, supervising and coordinating the work of highly professional multi-disciplinary teams of at least 10 university degree staffs, and in spearheading staff training and orientation

• Long term work experience in GIZ programs or projects is an advantage.

C3.PERSONAL QUALITIES

Among the personal qualities required are:

• A commitment to the philosophy, mission and values of GIZ an understanding of the proper role of staff in a foundation and a willingness to work as a team player loyal to GIZ-SLM.

• An ability to treat partners, participants in GIZ-SLM programs and all others with dignity, courtesy and respect without the appearance of condescension or other objectionable tactics to which people in positions of power sometimes resort.

• An ability to work with diverse groups as indicated by good listening and communication skills, a balanced and reasoned approach to problems, an ability to inspire trust and confidence, a flexibility in attitude and an openness to differing points of view, being integrative and able to solve conflicts.

• A strong work ethic and capacity to complete assignments in a timely, organized and efficient manner.

• An ability to work independently, to accept and give constructive criticism and to handle the pressure of multiple tasks and a high workload with resiliency and a sense of humor.

• Further on a capacity to work on highly stressful situation is expected and the ability to deal with different human characters also not typical for the own culture.
