TEAM LEADER, Ethiopia (Ref. TL, Ethiopia)

Sustainable Water and Sanitation in Africa (SUWASA) Sustainable Water and Sanitation in Africa (SUWASA) is a new regional initiative financed by the US Agency for International Development (USAID) and implemented by Tetra Tech ARD (a company based in the USA) through the regional office in Nairobi, Kenya. The mission of SUWASA is to foster the transformation of water and sanitation services delivery in Sub-Saharan Africa to achieve long-term financial sustainability through the application of market-based principles, engagement of the private sector within a conducive policy and regulatory framework. SUWASA is implementing a project in Hawassa in cooperation with the City Administration of Hawassa and the Hawassa Town Water Supply and Sewerage Service Enterprise (HTWSSSE) with the objective of transforming the utility into a more efficient and autonomous organization and stimulating the adoption of performance based management practices based on commercial principles.
Key Responsibilities:

The project Team Leader shall be a self motivated professional whose responsibilities include the following:
a) Overall project management of project activities;
b) Provide strategic leadership to the implementation of the project in Ethiopia;
c) Build strong implementation partnerships with USAID/Ethiopia, Department of Water and Sanitation in the Ministry of Water Resources and other key partners;
d) Prepare annual project work plans;
e) Prepare detailed budgets for project implementation, including the identification of resource requirements
f) Development and coordination of capacity building activities;
g) Development and implementation of communication and outreach activities and preparation of regular reports as required by the Nairobi office;
h) Coordination of all project activities with the relevant authorities, project partners and the Nairobi office;
i) Provide management oversight to the technical assistance team and administrative staff.
Qualifications and Experience

a) At least a Masters degree in Engineering, Economics, Finance, Business Administration, or any other relevant degree;
b) A minimum of 10 years of professional experience, with a proven track record in project management in the context of international development cooperation. Knowledge of issues and challenges of the water and sanitation sector in urban and peri-urban areas of Ethiopia is an advantage;
c) Experience in utility reforms or transformation of public enterprises is an advantage;
d) Knowledge in financing of infrastructure at municipal level is an advantage;
e) Knowledge on challenges of regulating water service provision is also an advantage;
f) Experience in working in a donor-funded environment;
g) Ability to plan, direct, manage, control and take initiatives independently,
h) Effectively communicate and work as a team member at a mature level of sensitivity and diplomacy in dealing with key stakeholders;
i) Proficiency in English (written and spoken) and Amharic is essential.
