Consultancy to provide Technical Assistance to a Baseline Study on Sanitation and Hygiene Behaviour for a School WASH project, Amhara Region. (No. 063)

Save the Children UK has been operational in Ethiopia since 1973 and the organization has developed into one of the largest NGOs in the country. Currently Save the Children UK operates a Programme that straddles relief to development with a wide range of programming encompassing three thematic areas of work: Health/HIV AIDS, Education and Hunger Reduction. The Programme works to ensure quality programming on the ground forms the basis upon which to advocate for greater changes in policy and practice by key duty-bearers at regional, national and global levels. In order to achieve this Programme it is therefore organized into different departments. All of Save the Children UK Programme activities and many advocacy initiatives take place in Save the Children UK’s three operational areas of Amhara, Somali and Afar National Regional States.

Save the Children UK Ethiopia currently manages more than 470 nationally and UK appointed staff and substantial amount of financial and material resources. Save the Children UK Ethiopia Programme is financed from both its unrestricted money and from grants of different donors who have their requirements.

(Consultancy No: 063) Consultancy to provide Technical Assistance to a Baseline Study on Sanitation and Hygiene Behaviour for a School WASH project, Amhara region.

Project Background:
Save the Children UK has implemented a WASH program in South Wollo Zone, Amhara Region since 2008. Currently Save the Children UK started a new school WASH project to be implemented in 9 woredas of South Wollo Zone. The project goal is to improve access to education and the health status of school children in target woredas through provision of water, sanitation and hygiene promotion. To address project goal and object identification of the existing sanitation and hygiene behaviour status among the school children, family and wider community is very important to monitor and evaluate the impact of the project across the project period and to design appropriate behaviour change mechanism.

Purpose of the Consultancy:
The purpose of this consultancy is to provide technical assistance to a baseline study for the South Wollo School WASH Project to ensure a gender and child sensitive, high quality baseline is carried out. The assistance is to be given at repeated stages during the study process.

Key Objectives
• To provide a short literature review of current hygiene and sanitation practices in Ethiopia and current theories, both in Ethiopia and globally.
• To jointly develop (with the SCUK team) the baseline assessment tools and methods to ensure all relevant questions are answered and to provide information for the monitoring and evaluation framework of the project. ( Both qualitative and quantitative including formative research).
• To train the SCUK WASH team on the gender sensitive and accurate delivery of the tools and methods.
• To monitor the data collection of the baseline (this will be ‘long distance’ monitoring using the telephone, standard formats etc.)
• To carry out the analysis of the translated baseline data information with assistance from the project staff where necessary.
• To produce the final report for the study with recommendations for implementation. Particular focus is to ensure the project represents women and children as fully as possible and empowers these groups where possible.
• To ensure the SCUK principles of child participation are reflected in the project implementation.

Required qualification and experience:
This consultancy is expected to be carried out by consultant(s) preferably from a legally registered firm with renewed license and Tin Number. Specifically the consultant (s) should have:
• Relevant academic background.
• Strong and demonstrable qualitative research skills.
• A good knowledge of gender and child participation.
• Familiarity with the Ethiopian WASH sector is preferable.
