Regional Program Manager

Position Summary:

This position assists National Offices to develop innovative programs and resources to expand and sustain child-focused programs in the Region. As part of the Regional Team, this position builds the capacity of the National Offices to design and execute high-impact programming informed by strategic objectives and to manage grants in compliance with the highest standards.

Principal Duties and Responsibilities:

Strategy Alignment

Assist with the development and regular update of country strategy plans that are aligned with ChildFund global strategic priorities and relevant local contexts.

?a)?Ensures personal understanding and application of ChildFund’s global strategy to make certain proper application; asks for clarification when strategy is unclear.

b)?Understands the impact of global strategy on the area of programming and grant management.

c)?Works closely with ChildFund’s technical experts and the regional technical team in developing and revising specific strategy plans; ensuring they are in line with regional and country expectations.

d)?Ensures country strategic plans are designed to meet the unique needs of the country and are integrated with ChildFund’s global mission and are designed to maximize the use of available resources.

e)?Assist the National Directors in the implementation of new practices needed to implement their strategy plans.

f)?Acts as a leader within the sub-regional team in thought and in behavior; recognizing that one is seen as a professional and looked up to by stakeholders within the Region.

g)?Remains current on the needs of the National Offices in order to make recommendations and act in a proactive manner; working with senior staff to identify possibilities for new initiatives (i.e. research proposals, case studies, concept papers, grant proposals).

h)?Works with stakeholders in documenting and sharing lessons learned and in the promotion of replicable practices.

i)?Reviews continuously all competency standards in an effort to identify greater efficiencies through streamlining or simplifying practices.

Innovative Programming Initiatives

Provides direct technical support and guidance to the National Offices to ensure quality programming and mainstreaming and alignment with best practices and ChildFund’s frameworks and principles.

a)?Assists the National Directors with the roll out of Modified Program Approach ensuring quality transition plans, area strategic plans, and project designs are developed and implemented.

b)?Organizes and supports a process of continuous program improvement and institutional capacity building focused on key program functions to include planning and design, monitoring, evaluation, reporting, benchmarking, and partnership building.

c)?Develops, in conjunction with the Regional and National Directors and the regional technical team, focused high-impact programming initiatives based on country needs and outlined strategic objectives and in accordance with ChildFund’s global guiding policies and minimum standards.

d)?Works with the regional technical team to adapt applicable indicators and measurements to be used in reviewing and evaluating programmatic initiatives for quality and impact (i.e. guidelines, standards, resource utilization, and participation).

e)?Reviews programming initiatives with key personnel (i.e. Regional Finance Director, Regional Director, Regional Operations Support Director, etc.) to determine feasibility; seeking final program approval from the Regional director and/or VP-Africa.

Grant Development and Management

a)?Utilizes continuous programming initiative development to fuel the sourcing of new grant opportunities; seeks funding opportunities to support the development of innovative program ideas. Ensures the following is applied in the access of new grant sources:

1. Leads the efforts in identifying and cultivating funding sources in collaboration with national offices, international programming group, grants unit and other global ChildFund units.
2. Provides guidance and oversight to the national offices in identifying diversified funding sources.
3. Oversees aspects of funding application to include donor cultivation, proposal development, submission and follow-through.
4. Applies skills in development of grant proposals; seeking assistance from the regional technical team and other key personnel (i.e. Regional Finance Director, Child Protection Specialist) to assure compliance and technical soundness.
5. Reviews proposals generated by the National Offices for accuracy and practicability; lending technical knowledge, guidance and approval prior to submission.

b)?Ensures compliance with grant requirements of currently funded programs through monitoring, auditing, and evaluating. Ensures the following is applied in the continuance of grant funding:

1. Provides guidelines to national offices on the compliance requirements of approved grants; providing skills development or individualized training as necessary.
2. Monitors programs for compliance with grant requirements through review of auditing outcomes, regular reporting, regular communication and routine on-site visits; providing guidance and implementing corrective action as necessary.
3. Prepares and/or reviews required grant reporting for timeliness and accuracy; ensures reports, as well as any analysis or interpretation is correctly disseminated to all interested parties.
4. Coordinates inter-disciplinary support from the regional operations technical teams as necessary to ensure programming excellence.
5. Prepares regular and ongoing project status reports for the Regional Director for the purpose of early detection of potential implementation problems as well as to highlight project achievements.

c)?Analyzes and troubleshoots resource acquisition in an effort to identify greater efficiencies and opportunities for funding.

d)?Assures approach to funding is diversified in nature, not solely relying on sponsorship but complimented by governmental, non-governmental, corporate, and/or foundation resources.

Networking and Advocacy

Develops and maintains internal and external contacts and resources for the purpose of supporting program funding and donor networking.

a)?Develops regional and national partnerships in conjunction with the National Offices, affiliated partners, like-minded organizations, and community based organizations in order to offer the best in programming and expand the opportunity for funding.

b)?Actively pursues contacts and donor funding from various sources with the assistance and support of the Regional and National Directors; forming relationships with INGO’s, local NGO’s, UN agencies, and the like.

e) Promotes the work of ChildFund in the area of child protection globally as well as on the country level, as appropriate, to create a positive reputation and desire for others to partner with ChildFund Africa.

f)?Utilizes ChildFund internal networking contacts to expand knowledge of programming and funding in order to generate new ideas and opportunities for financial support within the Region.

g) Participates as a member of designated task forces as needed and represents ChildFund in multi-agency meetings and networks as designated.

Capacity Building

Ensures attention and resources are provided for the training and capacity building of regional and national office personnel.

a)?Ensure that the National Offices are fully capacitated to roll-out the Modified Program Approach.

b)?Facilitates identified training personally or identifies exemplary programs and resources needed to increase program effectiveness and/or functioning and works to implement such in a timely manner.

c)?Works with stakeholders to identify diversified technical educational resources and build relationships.

d)?Assists associated field staff in the development and coordination of networks; including facilitation and information sharing.

e)?Lends technical support to the regional and national offices in support of requested training and developmental opportunities.

f)?Documents capacity building efforts on an individual, regional or national level in order to demonstrate continuous improvement and provide measurement criteria for future evaluation.

g)?Assists National Directors in the design of new positions, refinement of current positions in intent, and hiring of key personnel to fulfill the defined child protection strategy.

h)?Assesses technical capacity needs of those in the field (i.e. national office, community organizations, and partners) in order to support continuous self-development.

i)?Documents capacity building efforts on an individual, regional or national focus in an attempt to demonstrate continuous improvement and provide measurement criteria for future evaluation.

j)?Assists National Directors in the design of new positions, refinement of current positions, and hiring of key personnel to fulfill the defined child protection strategy as requested.

Professional Development

Demonstrates professional development/skills competency in all activities.

a)?Participates willingly in training and development, special projects or committees, and regional team assignments in an open, cooperative, proactive and productive manner at all times.

b)?Acts as a participative member of the regional team in order to contribute to the sense of community among regional and national office staff and ChildFund International.

e)?Maintains a current working knowledge of industry and/or legal regulations and contemporary practices applicable to job; maintaining all certifications necessary for qualification for this position.

Key Relationships:

Regional Directors - Maintains a cohesive and collaborative working relationship in order to provide guidance, education and support to their efforts.
National Directors - Networks with National Directors to ensure consistency and collaboration in programming; serving as a technical resource.
Programming Key Personnel (i.e. Child Protection Specialist, Program field staff) - Ensures key personnel possess knowledge necessary for efficient and effective program operations.

ChildFund International?Contacts- Ensures global policies and practices are appropriately understood and universally applied; keeps others informed of unique needs and developments within the region.
Industry Networking Sources - Communicates regularly with other programming centered specialists to include governmental and non-governmental agencies, ChildFund?partners, and other supportive agencies to maintain good working relationships and advance child advocacy opportunities.
Regional Management Team - Networks with the regional team to support cross-functional collaboration and gain insight to the Region's strategic goals.

Job Qualifications/Requirements:

- Must possess a post-graduate degree in a social or human services field with a strong focus on humanitarian and community development operations.
- Candidates possessing experience with non-profit, non-governmental organizations, or international operations are highly preferred.
- A minimum of three (3) to five (5) years experience in child (or other demographic) protection program development and emergency response experience is required; demonstration of knowledge of program development and design, policy and procedure development, resource stewardship, and cross-border coordination a must.
- Fluency in English is required and language skills in French or Portuguese highly desired.
- Professional skills should demonstrate superior written and oral communications, exceptional leadership qualities, flexibility and responsiveness, ability to teach and instruct, and strong relationship-building abilities, at a minimum.
