BACKGROUND INFORMATION

Every minute a woman dies due to complications related to pregnancy and childbirth, over 500,000 every year. And every year over one million newborns die within their first 24 hours of life for lack of quality care. Maternal mortality is the largest health inequity in the world; 99 per cent of deaths occur in developing countries – half of them in Africa.

Fortunately, the vast majority of maternal and newborn deaths can be prevented with proven interventions to ensure that every pregnancy is wanted and every birth is safe. As part of this effort, UNFPA launched in early 2008 the Maternal Health Thematic Fund (MHTF) to provide enhanced support to countries in working with governments, civil society, the UN and other key partners to support implementation and scale up effective maternal and newborn health interventions as a central component of their national health plans and systems.

Following an in-depth review of the scientific and programme literature, including lessons from countries which had been able to reduce maternal mortality rapidly, an evidence-based and results-focused Business Plan was developed for the MHTF, with a view to provide strategic and catalytic support to around 12 new countries each year, thus supporting all high maternal mortality countries within a five-year period.

In 2010 30 high-maternal mortality countries are being supported, including Ethiopia. The requested support from the MHTF aims to implement initiatives related to family planning, human resources for maternal health and in particular midwifery and Emergency Obstetric and Newborn Care (EmONC), three proven interventions for reducing maternal mortality and key focus areas of the Maternal Health Thematic Fund.

The Coordinator, based in Addis Ababa, will have overall responsibility for providing direct Technical Support to the planning and implementation of the Government National Health Sector Development Programme focusing on Maternal Health and Family planning as well as contribute to national efforts to improve aid effectiveness and efficiency such as Joint programmes under the Delivering as One (DaO) and the International Health Partnership (IHP) Compact initiatives. He/ She will further contribute to enhancing national capacity to advocate, mobilize and sustain social and political support for national policies and programmes in the field of Maternal Health and Reproductive Health Commodity Security.

ORGANIZATIONAL SETTING:

The United Nations Populations Fund (UNFPA) Country Office in Addis Ababa, Ethiopia would like to recruit a Coordinator to be placed in the Country Office and to serve as advisor to the Ministry of Health, to liaise between different sectoral directorates to ensure effective integration of programmes related to improving maternal and new born health and Reproductive Health Commodity Security (RHCS).

MAJOR DUTIES AND RESPONSIBILITIES

• Take a leadership role on maternal and newborn health interventions and provides technical backstopping, assistance and advise on the strategic direction for strengthening the delivery of, access to and quality of Maternal and Newborn Health (MNH) services;
• Provide technical guidance in the implementation the National RH (reproductive health) and AYRH (adolescent and youth RH) strategies, the Health Sector Development Plan (HSDP) IV, and the joint MNH (H4) intervention;
• Provide high level technical support to the development and updating of MNH guidelines, standards, tools and approaches;
• Provide technical support to the development, implementation and monitoring of the UNFPA RH programme Annual Work Plans, to ensure their effective support to the Maternal, Newborn and Child Health (MNCH) package implementation and strengthening the broader RH programme using UNFPA comparative advantage
• Provide leadership and strategic vision for the overall integration of HIV, PMTCT (Prevention of Mother To Child Transmission) into sexual and reproductive health (SRH) policies and programs in collaboration with relevant headquarter units, regional and country offices and other partners;
• Holds regular monitoring meetings with full participation from high-level officials of the Ministry of Health and ensures strong networking among development partners and other stakeholders;
• On behalf of UNFPA CO in collating and documenting responses on maternal health and innovative approaches to address the Human Resource dimensions of MNH within country programmes and share lessons learned and success stories for improved programming, advocacy and resource mobilization;
• Leveraging of additional resources for MDG5 based on a joint assessment of one national plan ensuring sound allocation of resources for maternal health and reproductive health commodity security/FP;
• Contribute to the development and adaptation of training materials and manuals in monitoring and evaluation and support their use for capacity development of partner institutions and UNFPA staff;
• Identify innovative evaluation methodologies for MNH and promote their incorporation into UNFPA operations;
• Undertakes frequent monitoring visits to project sites;
• Undertake other tasks as necessary in the area Reproductive/maternal health as per request of the programme manager in the Ministry of Health and the UNFPA Representative.

Qualifications and Experience:
• Advanced degree in public health, medicine, sociology, or other field directly related to the substantive area identified in the title of the post;
• 10 years of experience on International Development with at least 5 years of experience in Reproductive Health and HIV/AIDS
• Extensive network within the academic and development community
• Excellent knowledge of program and technical expertise
• Excellent command of English; excellent writing and editing skills.
• Health sector-specific experience, including: Experience with Public Health systems in developing countries, including RHCS and Fistula is an asset
