GBV Coordinator


Scope: The GBV Program Coordinator is responsible for providing overall leadership, guidance, coordination and technical support to IRC’s GBV programs in the field and lead efforts to better coordinate prevention and mitigation efforts concerning gender-based violence in Ethiopia.

Essential functions

The GBV Program Coordinator will provide regular on-site monitoring visits, and continuous remote support to the teams working in Beni-Shangul Gumuz, Somali, and Tigray Regions to ensure that all interventions are technically sound, take into account international best practices, and are appropriate in meeting the needs of GBV survivors and affected communities. The GBV Coordinator will also oversee efforts to integrate GBV prevention and response into emergency response efforts and to continuously build capacity across IRC Ethiopia sectors to integrate gender and protection across IRC interventions.

Sector Strategy and Program Development
1. Implement two-year strategic plan for GBV programming in Ethiopia (2011-2013), ensuring IRC adapts interventions according to the changing needs of the program as it evolves.
2. Support staff to follow sector strategy work-plans and to adapt as needs of the program evolve.
3. Monitor the GBV sector strategy for IRC Ethiopia to ensure that future opportunities for programming fall in-line with IRC’s strategic plan and Global GBV Strategy and related proposal development.
4. Actively contribute to the broader strategic planning processes in Ethiopia, ensuring that GBV interventions and advocacy initiatives are included.

Program Quality and Technical Oversight
1. In collaboration with GBV program staff, the Technical Advisor and the Deputy Director, oversee the quality of design, monitoring and evaluation of GBV proposals and programming in Ethiopia.
2. Ensure that ethical and sound data collection and information management systems are collated and analyze data for problem analysis, planning, evaluation, and advocacy, ensuring correct management of the data-management system.
3. Rollout and follow-up on Ethiopia National Standard Operating Procedure, and co-chair national coordination body with relevant partners, representing ongoing needs of GBV field staff.
4. Assist in developing and managing program budgets to ensure an appropriate and efficient use of resources, ensuring that IRC GBV projects are implemented and monitored in a timely manner which complies with donors and internal requirements.
5. Ensure training and ongoing capacity building opportunities for staff on GBV-related professional skills as well as on project management skills.

Administrative
1. Provide regular oral and written feedback to GBV management staff and contribute to their performance reviews as required.
2. Assist with the recruitment of GBV management-level staff as needed
3. Ensure regular communication with the GBV Technical Advisor in New York.
4. Upon request, organize and facilitate meetings and field visits for stakeholders interested in GBV in Ethiopia

Internal Coordination
1. Systemize effective team communication and support between Addis Ababa and field sites.
2. Participate in joint IRC assessments, planning and program design initiatives as required and provide guidance and technical support to sector-specific intervention design and delivery to maximize safety for women and girls.
3. Coordinate with other IRC staff members implementing programs linked to GBV issues and provide relevant input and support whenever required. Mainstream gender and protection across IRC sectors operational in Ethiopia and build capacity of GBV field staff to mainstream at the field level.

Representation and External Coordination
1. Actively develop and maintain effective working relationships with key stakeholders in Addis Ababa, including donors, Government of Ethiopia, UNHCR and other UN agencies, international and local NGOs, and other relevant actors.
2. Support UNICEF and UNFPA in management of the GBV/Child Protection sub-cluster, focused on emergency response.

This position reports to the Deputy Director Programs

This position has 7 staff report to him/her.

Requirements
- MA/S or equivalent in health (MPH), social science, humanities or other related degree
- At least five years of overseas experience, including substantial management experience in gender-based violence programming and at least 2 years experience in direct service provision for survivors of sexual violence and domestic violence, preferred
- Previous experience supervising and managing a multi-disciplinary team in a cross-cultural setting
- Previous experience in project management in conflict or post conflict situation, preferably in Africa
- Previous experience in emergency preparedness and response, preferred
- Demonstrated ability to mainstream GBV, gender and protection into other sectors
- Demonstrated experience in capacity building and mentoring of national and international staff and ability to build a strong team of people
- Knowledge, skills and experience in participatory methods of community development and mobilization
- Demonstrated leadership, communication, and facilitation skills
- Ability to multi-task and manage a number of different projects at one time, excellent interpersonal and problem-solving skills, flexibility and creativity
- Good coordination and networking skills.
- Experience in grant management and proposal writing
- Ability to live in a high security environment
- Excellent written and oral English skills
- Excellent computer skills: MS Word, Excel, Powerpoint.
