Background
Dan Church Aid (DCA) is a legally registered international NGO (Charities and Societies Agency Certificate # 1083) engaged in development and humanitarian assistance to poor rural people in Ethiopia in partnership with Ethiopian NGOs and civil society organizations. Accordingly, DCA is supporting the implementation of various developmental, humanitarian and resilience building projects in Amhara, Oromia and Gambella National Regional states in different zones. Since July 2013, DCA, as lead agency of Bale resilience consortium, has started coordinating the implementation of multi-sectoral and integrated resilience building project in the districts of Rayitu, Dawe-katchen and Gura-dhamole together with Save the Children and COOPI, consortium member organizations. The major sectoral interventions of the resilience building project being implemented in the districts are WASH, Livelihoods, Health, Nutrition and DRR.


DCA is currently seeking applications from qualified, self-motivated and competent candidates for the position of “Bale Field Operation Office Coordinator” to oversee the implementation of resilience building project activities in Bale zone and coordinate the efforts of consortium member organizations in realizing the intended objective of building communities resilience capacity in the area.


Job Summary


The Bale Field Operation Office Coordinator will oversee the implementation of resilience building project activities, provides technical assistance and guidance for project officer/s, coordinate consortium level interventions in the targted districts, maintain partnership with stakeholders at zone& district levels, ensuring quality of the project and promote sectoral integration and synergy among consortium member organizations. He/she will also responsible for administration of project staffs in the zone as well as efficient utilization of project budget, material and time resources. Bale Field Operation Office Coordinator will regularly provide updates on the progress of the project and related issues to the DCA Head of Programmes based in Addis Ababa. The incumbent will also support district based project staffs.


Major Duties and Responsibilities of the position:


Management:


Responsible for supervision and management of all DCA project staff and activities in Bale zone
Ensure timely planning and implementation of DCA held resilience building project activities that focussed mainly on livelihoods and DRR
Coordinate the timely implementation of consortium level resilience building activities in all targted districts
Maintain sectoral integration and synergy between various project activities (WASH, Livelihood, Health, Nutrition and DRR)
Provide technical and capacity building support to DCA’s implementing partners and consortium member organizations in Bale zone
Responsible for managing partnership with zonal and districts level relevant offices
Over see the day to day operations of DCA Bale field office and ensure that DCA’s administrative, financial, logistics, security, human resources policies and procedures are fully implemented and respected
Project Implementation and Reporting:


Facilitate the joint consortium level project activities planning process
Ensure all project activities implemented in accordance with the set objective
Coordinate the various sectoral activities of the consortium member organizations
Ensure the quality of project activities through regular supervision and monitoring exercise
Compile timely and high quality project progress report on quarterly, bi-annual and annual bases
Lead consortium level joint monitoring activities to ensure quality of the project implementation
Identify any implementation challenges and work towards seek solutions together with all project staffs and stakeholders
Promote experience sharing and cross-learning among DCA’s implementing partners and consortium members in Bale zone
Partnership and Representation:


Responsible for maintaining partnership with stakeholder (zone and district) level government offices and other humanitarian actors
Facilitate and plan joint monitoring exercise with government offices.
Maintaining and occasionally drafting partnership agreements, memorandum of understanding ; ensuring DCA formats and standards are adhered to
Coordinate partnership review meetings, feedback sessions and similar forums are conducted regularly at the consortium level
Coordinate the process of sharing project plans and reports to relevant government offices at zone and district levels
Promote and coordinate monthly consortium level coordination meetings
On behalf of DCA and consortium partners regularly participate on the coordination meetings organized by other actors in the zone
Maintain strong working relations with signatory offices at zone and district levels
Budget Management


Responsible for managing and tracking project budget utilization
Regularly report budget utilization progress to DCA Addis Office and request for timely transfers
Ensure that DCA financial policies and procedures are duly respected
Responsible for ensuring donor rule, regulations and compliance related to budget are maintained
Oversee the budget utilization of consortium member organizations to avoid the risk of project under spent

Job Requirements


Required qualification/skill


Essential skills:


This position requires a combination of program and consortium management, coordination, partnership and strong communication skills with tested field level coordination experience.
Proven 8 years with Masters degree or 10 years with Bachelors degree in sociology, economics social work, Disaster Risk management, development management, rural development and any other related social science field
Practical and combined experience in program management in the context of consortium arrangement;
Experience of working on resilience building project in INGOs with similar roles and responsibilities
Strong experience of managing multi-sectoral project activities (WASH, Livelihood, health and Nutrition and DRR)
Demonstrated and practical experience of working in partnership with multi-stakeholder settings
Excellent communication and organization skills, judgment and tact, and the ability to work both independently and as part of a team
Substantial experience of working through partnership arrangement
Strong cultural sensitivity, with highly developed interpersonal and communication skills including influencing, negotiation and coaching
Experience of building internal and external networks, resulting in strong working relationships
Experience of solving complex issues through analysis
Fluency in English language is required. Knowledge of the local language of the area is advantages
Basic Computer application (MS word, Excel and PowerPoint) is required
Familiarity with humanitarian principles and the Code of Conduct
