To conduct impact evaluation on the effectiveness of Alternative Basic Education in Ethiopia


Duration: 12 weeks.


Background: Alternative Basic Education is a non-formal educational modality that offers the first cycle of primary in a flexible manner. Designed to attract some of the 4.8 million primary school aged children that were out of school in 2002, the programme is offered in two forms: 1) for children at the right age; and 2) for overage students in a condensed three year programme (ages 11-14). The timetable for instruction is arranged with the local communities to ensure it is flexible to their livelihood duties (e.g. pastoral children tending to livestock), the curriculum is adapted to their lifestyle, classes operate six days a week and there are three hours of instruction per day.


Since 2008, UNICEF has supported this government initiative for pastoral communities through the construction of 1,678 ABE centres for more than 270,000 children, training for approximately 5,000 ABE facilitators, and the provision of teaching and learning materials. Over the years, the government subsequently raised the standard of these alternative schools to meet that of regular primary schools. As a result, many of the schools have now been formalized or will be formalized in the future.


The purpose of the assignment: To determine the impact, effectiveness, efficiency, relevance and sustainability of Alternative Basic Education


Expected background and Experience of the firm/company: Minimum of five years of demonstrated experience in conducting similar assignments / surveys for international agencies, preferably as related to non-formal education and measuring learning outcomes.
