Technical Head- Center

Job Description


Working with and reporting to the Field Manager, the Center Technical Head is responsible for planning, organizing, directing, controlling and coordinating the activities of the clinic programme and ensures the effective and efficient delivery of clinical FP/RH services and other clinical services. S/he is also responsible for initiating and conducting market survey and promotion of MSIE Clinic services to target clients in respective operational area.


Specific Responsibilities



  1. Strategy and Planning:

·         Actively participate in MSI Ethiopia’s Field Management Team and manage quarterly performance reviews.


  • Contributing to annual business plans and facilitating the business planning process (service target setting and activity planning in MSIE-Clinic)

  • Prepares clinical services annual targets and when approved, ensures their implementation.

  • Identify potential areas of interventions to the clinical Service in order to scale up services of centre

  • Ensure targeted/expected client satisfaction is attained at centre level.

2) Technical responsibilities


  • Examines in and out patients /clients in line with standard medical procedures using various types of diagnostic mechanisms.

  • Administers and prescribes drugs based on analysis of examination, test reports and findings and counselling services.

  • Performs permanent family planning methods and other procedures, after undertaking the required training programme.

  • Puts the interest of clients/patients above all other considerations and ensures the confidentiality of all cases.

  • Ensures the maintenance of a high level standard consistent with available resources.

  • Prepares and submits reports, as deemed necessary.

  • Participates in training programmes, as and when deemed necessary.

  • Initiates or collaborates in research undertakings.

  • Gives specialist advice to the Field Manager on any possible action for quality care improvement from which the centre may benefit.

  • Undertakes any other related duties that may be assigned to him / her by Supervisor.

3) Team Leadership and Communication


  • Provide overall leadership and direction to the medical team in ensuring the achievement of MSI Ethiopia’s mission and strategic objectives as well as targets of the clinic

  • Coordinates the different clinic units (OPD, OR, Lab.) and is responsible for the organization, deployment, supervision and conduct mid –year and annual performance review of clinic staff and KPI Setting in accordance with MSIE Performance management policy.

  • Sets up effective communication system within the clinic and other units of MSIE program, and support teams.

  • Establish the priorities and focus of the medical team under his clinic and ensure proper coordination.

  • Build Customer relation management skills and/or capacity of the Centre team members.

  •  Coordinate with MSIE Support office quality and Training Team and Area Office Team to Monitor and evaluate clinical services provided by the medical team and control the quality.

  • Motivate, coach, train and continuously set and reviewing performance targets for the Centre team.

  • Ensuring all human resource issues for the Centre team is handled according to MSIE procedures.

  • Assess medical staff and other Centre staffs training needs and arrange training in consultation with the HR Manager, and Area manager.

  • Conducting annual performance appraisals for the Centre team.

  • Ensure clinic formal lines of communication to promote problem solving and decision making and to communicate results.

  • Conducts regular staff and Medical Team meetings on an as-scheduled and need basis.

4) Customer Relations Management and Partnership


  • Ensures that the Clinical Team maintain efficient delivery of client care and the confidentiality of all cases, in accordance with accepted standard medical practices and MSIE professional code of conduct.

  • Decides on clients eligible for subsidized / free services, as per the organization’s standing regulations.

  • Ensures that clients’ cards and other records are up-to-date, orderly, properly filed and readily retrievable for reference and inspection.

  • Prepares and submits work programmes and periodic reports of the clinic.

  • Collaborates in the evaluation of clinical and non-clinical programmes and research undertaking and the subsequent application of research findings.

5) Resource Management and Administration


  • Responsible for the acquisition of drugs / contraceptives and other supplies, ensures their proper receipt, storage, safe keep, issuance and regular replenishment by pre-establishing re-order level.

  • Approves supplies’ requests and issuance and authorizes financial payments for purchase of goods and services as per the organization’s financial policy and delegation of authority.

  • Ensures that all fees collected from clients are deposited regularly.

  • Assists in the reviews of clinic service charges.

  • Performs other administrative duties essential for the day-to-day running of the clinic.

  • Prepares and submits work plan and budget of the clinic based using MSIE Financial guideline, appropriate benchmarks and targeted scope of services.

  • Produce periodic performance report including service costs and expenses of the clinic.

  • Avails herself/himself to regular stock taking and audit as and when required.

  • Enforce the Clinical  safety process, which includes Centre  specific plan, emergency

6)  General Service and Safety Practices.


  • Enforces Federal MOH and MSIE Occupational Safety standards for Clients, and staffs.

  •  Enforces MSIE Infection Prevention Standards for clinic.

  •  Ensure Maintenance of a safe, clean, orderly, and pleasant Clinic environment.

  • Oversees utilities management and proper Utilization  of the same

  • Undertakes any other relevant duties that may be assigned to her/him by the Field Manager, Area Manager, Programme Director or Country Director.

7) Problem Solving/Decision Making:


  • Practices effective problem identification and resolution skills as a method of sound decision making.

  • Tracks requested and delayed orders for supplies and materials with field Office or Support office Logistics unit.

  • Accesses data to effectively manage clinic operations by utilizing quality Improvement tools.

  • Consults with/reports to Clinical team and D/or Director of Quality and Clinical Services when appropriate on any Clinical quality related deviations.

1.  Required Qualification:


  • Education:  BSC Degree in Public Health

2. Experiences


  • Minimum of 5 years hands on experience on Clinical Administration and RH/FP service delivery

3. Required Skills, Attitudes and Attributes


  • Sound business development, planning skills, Decision making and problem solving skills.

  • Understanding the issues surrounding provision of reproductive health care services

  • Understanding major policies/issues of government health policies, regional policies

  • Good understanding of partnership management

  • Business Acumen and Track record of enabling strategic business ventures.

  • Strong technical dexterity in business and client services and collaborative approach to team working

  • Ability to proceed on own initiative using independent judgement within MSIE Authority delegation.

  • Strong people development , leadership  and organizational skills

  • Knowledge of local Language and Culture of the operational Area

  • Good understanding in Conflict management , negotiation and motivation skills

  • Strong personal commitment to the goals of MSI and to put it into practice

  • Good interpersonal/communication(both oral & written)and time management  skills.-

  • Good knowledge of local language for the place of work is required a plus.
