Ethiopia: Consultancy - Child and Youth Migration in Ethiopia - Ethiopia


SAVE THE CHILDREN – CALL FOR CONSULTANCY


TOR – Child and Youth Migration in Ethiopia – Technical support to Country Office


Objective Provide technical support and leadership to Save the Children Ethiopia’s programming on child and youth migration issues


Key Deliverable The consultant(s) will gain an understanding of migration-related work currently implemented in the country office and further document the situation of migration in Ethiopia, and identify possible approaches for Save the Children in addressing this issue including partnerships.


Concept Note (Maximum 5 pages, Appendixes + Indicative Budget) that outlines an integrated, multi-year and comprehensive response to migration and displacement within Ethiopia, with a focus on children and youth.


Location: Principally Addis Ababa, with probable travel in country/region


Reporting to: Head of Child Protection, with dotted line to Regional Focal Point on migration/Displacement.


Head of Child Poverty will be a key stakeholder and the role with be required to liaise with all Heads of Departments.


Child Safeguarding: Level 3 – the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.


i. Background


· The migrant “crisis” in Europe is engendering a new and complex donor agenda, with increasing (often relabelled) funding being linked to migration responsive activities. This focus is manifesting itself in various ways, including a far greater emphasis on the prevention of economic migration and on increasing the speed, numbers involved and effectiveness of return programmes to their origin country of refugees and economic migrants.


· Ethiopia is the largest refugee hosting country in Africa, hosting, at the end of September 2015, 733,312 refugees’/asylum seekers (not IDPs) (South Sudanese 39%, Somalia 35%. Eritrea 20%). Ethiopia is also often used as a transit route, typically for migrants moving West/North towards the Middle East and Europe (often Eritrean) or South towards South Africa. Although there is lack of comprehensive data on the magnitude of Ethiopian migrating to other countries, fragmented pieces of data indicate that an increasing number of Ethiopians leave the country every year through regular and irregular chan­nels[1], mainly to the middle east, Europe and Southern African Countries. There is also suspected to be substantial internal migration, with an estimated 1.2 million children moving annually within the country.


· As of July 2015, The Internal Displacement Monitoring Centre (IDMC) estimated that there were over 413,400 internally displaced people in Ethiopia due to inter-communal and cross-border violence, most of them living in protracted displacement situations.


· Discussions with donors and partners within Ethiopia highlight the fact that there is European financing available for migration related activities, but ensuring approaches have “migration lens” will be vital[i]. It is apparent that SC ET leadership is encouraged, with its scope, reach and reputation make it a highly desirable partner. It is also evident that donors looking for ideas, which equates to a genuine opportunity to shape agenda.


· The Ethiopian Country Office already has substantial ongoing programming targeting displaced populations – “repackaging” this to better engage with the migration debate will be a core function within this scope of work.


· Migration focused programming has “traditionally” been encompassed within the “Children on the Move” project and located under the child protection thematic sector. While migration/displacement work will continue to have a sizable child protection component, the concept note is expected to reflect a far greater emphasis on integrated programming with a particular focus on livelihoods, youth, social protection and resilience.


ii. Scope of work – Description of task


· The assessment will focus on a range of interrelated country-specific dealing with migration and displacement, encompassing:


· Providing technical input, leadership and recommendations for future action into response to migration and displacement within Ethiopia that focusses on children and youth, across the SC thematic sectors (with particular focus on youth livelihoods).


· Identifying strategic questions for national research to rapidly expand knowledge base/data and oversee design process.


· Assisting in the identification and accessing of available funds to support migration related activities targeting children and youth.


· Assessing the macro level policy environment (national and regional as relates to Ethiopia) in regard to this issue.


· Mapping out different routes of migration (within Ethiopia and cross border) and if possible formal and informal actors involved on this.


· Mapping what other organizations are doing in relation to migration to avoid duplication of effort, support cross learning and/or improved future programming.


· Identifying potential partners (Government, NGOs, and Private sectors) that we should engage in future programming.


· Identifying the ways in which we can and should partner with other organizations on this issue. For example, it does not seem appropriate for SC to get into the legal aspects of migration or issues around safe repatriation, so who should we partner with?


· Providing recommendations for future collaborations/partnerships on migration issues within Ethiopia and possible activities/resource requirements for 2016 and beyond.


· Identifying the ways in which we, other organizations in Ethiopia or SC in other countries have had successful experiences in different aspects of migration – prevention, reintegration and protection? How can we leverage this?


· Conducting a mapping on the SC program portfolio across the different thematic sectors, looking through the “migration lens”.


· Building SC Ethiopia’s profile on migration and displacement externally and function as CO’s primary focal point in external meetings, including with donors.


· Identifying the different migration ‘moments’ that we should be working on and subsequent key interventions for those children and youth: 1) at risk (prevention); 2) on the move; 3) returning.


· Feeding into (whilst adhering to in country constraints on advocacy work) to SC advocacy focal points on migration related issues.


· Making strategic recommendations for cross-learning between country/regional teams and provide support to thematic leads with regards to developing a “migration lens”.


· Regularly liaising with regional migration focal point and play active role in the development of regional/global programming approaches on migration and displacement.


iii. Outputs


Concept Note (Max 5 pages + Appendixes & Indicative Budget) that outlines an integrated, multi-year and comprehensive response to migration and displacement within Ethiopia.


· Draft recommendations on possible red lines/SC organisational position on EUTF and related migration issues


· Recommendations for future external collaborations/partnerships on migration issues; including areas for cross-border collaboration


· Document outlining research opportunities and next steps.


· Short document “repackaging” current SC Et work, by theme, through migration Lens


· Short desk review summary on COM/migration issues in Ethiopia


· End of contract overview document, summarising key actions, funding opportunities, recommendations and possible next steps


iv. Timeframe


Four to Six Weeks, starting in April/May 2016

We seek a programme “generalist” with excellent understanding of;


· Child protection


· Livelihoods


· Employment skills


· Social protection programming


· Good writing skills


· Experience in designing child and youth focused interventions at scale


· Previous experience of working on displacement/migration related issues is essential.


Given the broad nature of this work we are open to a two consultant team with complementary skills.


The location will be principally Addis Ababa, with some remote working possible. /number of days to be discussed during the selection process.
