Director of Finance & Administration (DFA)

Job Description



John Snow Inc. (JSI) supports a number of supply chain projects in Ethiopia including the USAID | DELIVER PROJECT and the Vaccine Supply Chain Transition Project, funded by the Bill and Melinda Gates Foundation (BMGF). JSI is seeking a senior level Director of Finance and Administration to oversee the close out of the USAID | DELIVER PROJECT (November 2016) and the startup and implementation of two anticipated three year projects: a USAID funded supply chain project and a BMGF funded vaccine supply chain project (both expected to begin in 2016). This is a full time, permanent position.
Overview: Reporting to the Country Director, the Director of Finance & Administration serves as part of the Country Management Team in Ethiopia. The Director is responsible for the overall financial and administrative management of the projects to ensure that the projects make the most efficient use of financial resources and managing resources effectively. S/he ensures that field accounts are maintained in accordance with international accounting standards, and donor and JSI policies and procedures. S/he is responsible for maintaining cash flows, budget preparation in line with the work plan, tracking expenditures, monitoring procurement, and reviewing quarterly financial reports, accruals and projections. The Director manages the Finance and Admin Team and is responsible to train, supervise, and coach the team’s professional development. S/he is responsible for designing tools for support and monitoring and ensuring accountability in line with donor and JSI policies and procedures. The Director is expected to effectively participate and provide advice on F&A and information system matters, such as policy and procedure developments and/or revisions. As part of the JSI Finance Administration Manager (FAM) Team, he/she participates in and represent the project in the JSI Corporate F&A’s harmonization process and other issues.


Responsibilities: The DFA will be responsible for, but shall not be limited to:


  • Ensures that all financial transactions of the field office comply and are consistent with JSI and donor financial policies and procedures.

  • Participates in the development and revision of finance, operations and HR project manuals.

  • Participates in regular JSI’s corporate FAM meetings and provides input and guidance as to the compliance of local registration, taxation, audit and other requirements.

  • Works with the Home Office Team to maintain proper communication relating to financial and administrative notices, reporting and compliance.

  • Maintains internal control systems for effective utilization of resources with accountability

  • Assists the Country Director with development of annual budget, budget tracking, and review of financial updates, procurement planning, and donor financial reporting.

  • Assists in preparation of budgets and workplans for newbusiness opportunities

  • Provide supervision, mentorship and oversight to the Project finance team to ensure professional development;

  • Manages the finance team, conducts Annual Performance Reviews, and develops the team’s work plan and priorities.

  • Coordinates and maintains a cash flow projection system

  • Reviews field vouchers of all checks and wires transfer payments of staff advances, expense reports, and vendor payments

  • Manages procurement procedures and processes and is responsible in maintaining the procurement limit, Purchase Orders, Vendor Selection Justifications, and budget tracking.

  • Ensures all vouchers comply with JSI and donor rules and regulations

  • Provides administrative assistance for imported items by working with USAID and HO

  • Oversees the monthly settlement of withholding tax and income tax payments.

  • Manages lease agreements, consultant agreements and contracts

  • Oversee monthly payroll preparations and salary increments and benefits

  • Monitors monthly VAT reimbursement reports to the Mission and Ethiopian Revenue Customs Authority and tracks reimbursements.

  • Provides administrative assistance with job ads and HO and FO bidding processes.

  • Responsible for producing monthly field account reports (Reconciliation, VAT, and Inventory) to be submitted to the HO.

  • Oversees management of  staff provident fund saving account,

  • Oversee the management of project assets record keeping and inventory report.

  • Works to provide F&A support to partners (PFSA, MoH, EPA, and others) and other JSI projects during new in-country project initiation.

  • Ensures good working relationships with the donors, vendors and partners.

  • Manages Information Technology contract ensuring infrastructure needs of the office are met, including properly functioning IT equipment, network security, and disaster management planning.

  • Performs any other duties as assigned by the supervisor.



Education:
Accredited University degree in Accounting/Finance, or Management or Finance professional qualification such as ACCA or CPA required. Masters degree in Accounting/Finance is desirable.


Experience and Skills:
  • Minimum of 10 years of related work experience of which five years at managerial level within an organization with an international scope

  • Experience in USAID funded projects required, experience in BMGF funded projects an advantage

  • Experience with requirements of The Charities and Societies Agency of Ethiopia also an advantage

  • Accuracy, numerical and analytical skills

  • Dynamic, flexible, and have sense of confidentiality, team spirit and is proactive

  • Ability to learn quickly and shares learning with colleagues and partners

  • Excellent communication, presentation and negotiation skills

  • Consistent ability to meet multiple deadlines and remain focused

  • Able to work under-pressure and willing to work long hours

  • Ability to work independently and team player

  • Ability to meet deadlines with strong attention to consistency, detail, and quality

  • Excellent written and spoken English

  • Knowledge of accounting software, (QuickBooks is required)

  • Excellent knowledge & skill in MS Office, (Windows, Word, Excel, Access, Outlook

  • High degree of self-motivation, resourcefulness, reliability and honesty.
