Job Description



Mercy Corps is an international humanitarian organization operating Water and Sanitation, Economic Development, Livelihoods, Capacity Building, Emergency Response, Health and Nutrition and similar sectors in the regions of Somali, Oromiya, Addis Ababa and SNNPR. Mercy Corps works with communities, public, and private sectors to implement appropriate relief, recovery and development interventions.

POSITION SUMMARY:


The Learning and Knowledge Management Field Officer will work with the Pastoralists’ Areas Resilience Improvement through Market Expansion (PRIME) program LKM team to conduct innovation learning and knowledge management activities, which will require close collaboration with field-level technical advisors and program/technical officers, as well as cluster managers. He/she will also work closely with the communications specialist in identifying, based on field activity reports, potential success stories and lessons learned for the project. The individual filling this position will have responsibility for monitoring and evaluation of direct implementation programs, and will work closely with local and international recipient organizations to ensure a unified results management system.


 


ESSENTIAL JOB FUNCTIONS:


1.      Assist in the implementation of the PRIME M&E plan at field level – Under the leadership of the LKM field level advisor; ensure the implementation and monitoring of the M&E plan at field and central level based on annual work plans and progress in partners’ capacity.


2.      Assist in the implementation of the LKM strategy at field level – Assist the LKM field level advisor in implementing an LKM culture throughout the PRIME project, including sub-grantees and contractors, different technical units and cross-cutting areas, and in different locations throughout the Southern cluster. Assist the LKM field level advisor in documenting key information for cluster stakeholders and beneficiaries, while helping him/her establish feedback mechanisms. Assist LKM partners in conducting field-level surveys, research and other assessments.


3.      Manage the PRIME information system –Ensure that reports on sub-activities conducted in the Southern cluster are reported accurately and timely, while ensuring that all documents associated with each sub-activity is filed (electronic and paper form). Provide monthly auditing of activities to check all necessary documents have been filed. Collate information for each partner, office and cluster, tracking activities and alerting technical and program staff when issues arise. Generate output data reports in communication with the LKM specialist in Addis Ababa to ensure data reported in the field and in Addis Ababa is compatible.


4.      Technical Support and Assistance to Sub-Grantees


•       Assist sub-grantees in documenting success stories and case studies


•       Ensure all teams are capable of using cameras and can generate maps illustrating PRIME activities


•       Gather lessons learned from partner activities and disseminate information to all partners.


•       With the assistance of the LKM field level advisor and communication specialist design documents that can assist partners in describing PRIME activities to stakeholders.


5.      Staff Training and Capacity Building-


•       Assist in training partner staff on learning and knowledge management, and monitoring and evaluation as needed, and work closely with the capacity building officer and LKM specialist in Addis Ababa to continuously assess partners’ capacity in LKM and M&E.


•       Ensure partner surveys are conducted at cluster level annually.


•       Build the capacity of all relevant team members to develop and maintain an excellent M&E system, including regular reflection and analysis of program monitoring data and production of evidence-based recommendations and reports.


•       Provide extensive support and capacity building to sub-grantee organizations to develop and strengthen their monitoring and evaluation systems and tools.


6.      Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.


7.      Other duties as assigned by the field level Learning and Knowledge Management Advisor




1.       Bachelor’s Degree in social sciences, statistics, monitoring and           evaluation, or related field is required or demonstrated equivalent work           experience in the field.


2.      At least three years’ experience implementing LKM and M&E system


3.      Demonstrated experience in data analysis at output and outcome levels.


4.      Previous experience working on USAID funded programs strongly preferred


5.      Previous experience in capacity building and training non-M&E staff


6.      Highly proficient in Excel, Word, data analysis software and comfortable with online information systems.


7.      Effective English oral and written communication, multi-tasking, organizational, and prioritization skills are necessary


8.      Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required


9.      Strong written and oral communication skills in English, including report development, writing and editing.


10.    Ability to meet deadlines; work independently and cooperatively with team members.


11.    Ability to travel to field offices in the Southern cluster frequently (at least twice a month).

•       Ability to work as part of a team and coordinate with project personnel.


•       Strong organizational skills
