Deputy Regional Director (Re-advertised)

Job Summary


Under the supervision of Regional Director, the Deputy Regional Director will assist in planning, coordinating and supervising the implementation of Regional Office activities. S/He will assist in ensuring ongoing program monitoring, and development and submission of periodic reports as per annual plan. The Deputy Regional Director will provide technical assistance to the Regional Health Bureau to enable it to support the implementation of high quality comprehensive HIV care and treatment services.


Duties and Responsibilities


Under the supervision by the Regional Director, the Deputy Regional Director will have the following responsibilities:


· Assist in coordinating technical support to regional health bureau by engaging CU- ICAP regional offices staff;


· Assist the regional office staff in planning and developing monthly activity reports;


· Work with the ICAP regional team and support the RHB to incorporate its transition plan in its annual operational plan and in the regional Woreda based plan.


· Along with regional staff provide technical assistance in the implementation of regional SOP in the provision of comprehensive HIV services in the region;


·Provide technical support to RHB in the development or revision of SOPs and template for performance review meeting, SOPs, Check list and feedback tools for supportive supervision


· Provide technical support to RHB in development of HIV service quality assessment indicator, assessment tools and SOPs and setting of bench mark


· Support regional health bureau in the development and revision of clinical system mentorship and catchment area meeting, documentation and reporting tools, and mapping of catchment facilities.


· Work with CU ICAP lab advisor to ensure quality lab management implementation and on the improvement of health facilities included in SLIPTA program as per the accreditation plan.


· Actively work with regional M&E advisor and central M&E department to enable the regional health bureaus on the reporting and recording, establishing quality assurance, data base management and collecting and compiling of PEPFAR required MER HIV AIDS report.


· Work with regional SCM officer to support the regional health bureau in liaising with PFSA and availing continuous, uninterrupted supply of drugs and other supplies.


· Assist in coordinating activities of Regional Program Implementation and capacity building department with activities of other departments and units at the country office to enable it provide a unified and integrated support to the Regional offices;


· Support the regional health bureaus  in ensuring that planned program activities are implemented as scheduled, and challenges and solutions for improvement developed;


· Support regional health bureau in HR recruitment, timely implementation of procurements and implementation of


trainings as per the plan;


·  Assist in assessing programmatic requirements and capacity building needs of the regional offices;


·  Assist in promoting communication and teamwork among regional office teams;


·  Conduct targeted site visits for program implementation, monitoring, evaluation and problem solving;


· Actively participate in documentation of experiences, lessons learned, case studies and other technical documents;


· Prepare the CU ICAP regional offices monthly, quarterly, semi-annual and annual work plans and reports;


· Perform any other related duties assigned by the Regional Director




. MD with related work experience on HIV/AIDS care and treatment for at least 4 year experience including program management


· Ability to establish and maintain excellent work relationship


· Strong interpersonal communication skills


· Proficiency in written and spoken English.


· Basic computer knowledge with ability to use the MS office applications
