BACKGROUND:

The Agricultural Transformation Agency (ATA) has been established by the Government of Ethiopia (GoE) to identify and address systemic bottlenecks to Ethiopia’s agricultural development. The Agency does this through problem-solving, implementation support, and capacity building of stakeholders involved in implementation of interventions that address the systemic bottlenecks. The Agency reports to a Transformation Council chaired by the Prime Minister and whose co-chair is the Minister of Agriculture. 

The programmatic focus of the Agency responds to a core set of needs identified by the Ministry of Agriculture and the Transformation Council. Within the Agency, issues are divided into four different groups:  Production and Productivity which includes Inputs and Crop Protection, Livestock, Research and Extension, Mechanization, Rural Finance & Agro-Processing Value Addition; Agribusiness and Markets including Market Services, Market Infrastructure, Commercial & Contract Farming, Domestic and Export Market Development, and Cooperatives Development; Environmentally Sustainable and Inclusive Agricultural Growthincluding Sustainable Irrigation & Watershed Management, Sustainable Land Management, Gender Equality and Nutrition, Climate Change and Disaster Risk Management, and Planning and MLE; and Enhanced Implementation Capacity which includes ICT, Private Sector, and Organizational and Human Capacity. Across the programs, the ATA engages public, private and non-governmental stakeholders to support strategic planning, manage and strengthen implementation capacity and test innovative models.

POSITION SUMMARY:

The Logistics Specialist will be responsible for coordinating and analyzing the logistical functions in the organization and will report to the Logistics Manager.

S/he will oversee the entire logistical activities including creating or revising standard operational procedures for logistics processes. S/he will monitor organizational trends, standards and practices to identify developments in transport, property management and safety/security. In addition, the candidate will be expected to maintain databases of logistics information and interpret data to ensure the availability, reliability, strategic sourcing or distribution, effective transportation and overall robust management of the logistics unit.

The ideal candidate will therefore possess very strong knowledge and experience of property and transport management in Ethiopia as well as good understanding of safety/security procedures in Ethiopia and abroad. The candidate will further possess strong administrative expertise with organizational and interpersonal skills. Through data analysis, s/he will help streamline operations and identify the best way to use organizational resources to achieve operational goals.

 

ESSENTIAL DUTIES:

General

• Enter logistics-related data into electronic databases and produce fact based reports and recommend improvements to the existing logistics processes

• Analyze logistics data, using different  methods such as data mining, data modeling, pivot table and cost benefit analysis of going logistical operations

• Maintain logistics records in accordance with government policies, interact with third party logistics service providers, assist to answer incoming calls and message taking

• Provide ongoing analyses in areas such as transportation costs, procurement of parts, back orders, and delivery processes of vehicle requests

• Track and update  vehicles movement requests  and maintenance expenditures

• Monitor/ summarize all logistics related expenditure and provide financial report to manager

• Processes any incoming logistics support requests from programs and ensures follow-up action

• Compute reporting metrics such as on-time delivery rates, order fulfillment rates, inventory turnover rates, field vehicles allocation and program team movements

• Communicate with or monitor service providers, such as freight forwarders, clearing agent, office cleaners, and insurance and rental vehicle companies

• Monitor the status of incoming local and international supplies and correspond with the responsible program/project team

• Participate in weekly/monthly logistics meetings and organize the minutes and share the report to the team and Senior Director

• Draft logistics related business letters, reports or office memoranda using word processing, receive letters from outside, and reply  mails when necessary

• Assist in distribution of logistics / fleet documentation as per the logistics procedures

• Handle advance and cash clearance with finance department in timely manner

• Create and maintain a proper filing and record keeping system

 

Transport Management

• Manage data entry of  vehicle log sheets (movements & maintenance) into the ERP System

• Route/reroute drivers in real time with remote route navigation software, satellite linkup systems or global positioning systems (GPS) and work for the improvement of operational efficiencies

• Develop or maintain freight rate databases for logistics unit to determine the most economical and effective modes of transportation

• Assist drivers in the usage of appropriate forms such as vehicle maintenance request, job cards

• Using web-based logistics information systems , track flow and  movement of vehicles

• Raise, track and expedite fleet related purchase processes and ensure timely delivery of vehicle related spare parts

• Prepare and deliver driver  and security guard overtime summary sheets  on monthly basis

 

Property Management

• Assist transactions at warehouse facilities to assess received items & inventory integrity

• Supervise the day to day activities of out sourced janitor servicing agent, and give comment on the improvement areas

• Assist in the timely provision of logistics services such as repairs of office equipment, bathroom sanitation and drinking water

• Organize, plan and generate PR for logistics related procurement requests (i.e.office equipment)

• In the absence of storekeeper, oversee store keeping (in-out) and distribution of projects material in timely manner and update records

• Be well versed in the invoice certification process, GRN, asset donation and transfer documents and model 19 should be reviewed and keep the scanned electronic document.
