Construction Management Consultants


Job Description


Number required: 2 (two)
Location – Jigjiga, Somali region
Start date: ASAP
Language skill: Somali language skill is a must


Objectives


The objective of this consultancy is to provide technical oversight and supportive supervision of the renovation/construction of child friendly justice structures in 35 woredas of Somali region.


Scope of the work
• Ensure that the renovation plans, drawings or sketches and BoQ are in line of the standard
• Follow up the tender process and provide necessary feedback and support in the identification of construction/renovation contractors;
• Provide feedback on the bid awarding, contracting of construction/renovation contractors;
• Assist in facilitate the process for acquiring necessary authorizations from the concerned government sectors to begin the construction works and the handover of the renovation/construction site to the contractors;
• Liaise with senior Programme/Project officers, relevant government Bureaus on the design of structures and advise on appropriateness of design and materials for the renovation works;
• Ensure that the project plans, drawings or sketches are well understood by the constructors, provide implementation guidelines and give feedback;
• Visit and assess each renovation/construction sites in project areas at least twice every month and make discussion based on the outcome of the visit with the contractors
• Oversee and monitor renovation/construction progress to assure quality and timely completion and submit regular progress reports, propose solutions when necessary and write evaluation reports at end of projects;
• Review the overall performance of the contractors based on agreed work plans;
• Review and provide feedback on the deliverables of the consulting firm as well as provide necessary support to facilitate the work of the consulting firm;
• Provide overall technical advice and conduct quality assurance activities related to the renovation/construction work;
• Assessment report and provision of certification of satisfactory completion of each stage of the construction/renovation works as per the schedule of work before installment payment could be effected
• Final comprehensive report of the renovation and construction work and issue certification of satisfactory completion at each stage of the work;
• At the end of the retainer period, assess all the construction facilities for any construction faults and advise what proportion, if any, of the retainer fees should be retained until the particular contractor fixes the problem satisfactorily or forfeits the retainer fee;
• Assist the process of handover of the renovation/construction works to government, working in collaboration the respective Regional Bureaus and the Contractors.


Expected Deliverables (outputs)


The consultants are expected to:


• Report of at least two field visits conducted in each woredas to monitor the progress of the renovation/construction work (the first consultant responsible for woredas in four zones [Fafen, Filtu, Warder and Hargale] and second consultant will be responsible for woredas in five zones [Shinile, Fik, Karahey, Degahabor and Gode];
• Report of monthly meeting with supervising/consulting firm on the progress on the implementation;
• Review deliverables of the consulting firm and providing feedback, among others, on:-
o Assessment reports of the physical structure of the ten woredas
o Renovation plans, BoQs, engineering estimate and design
o Bidding documents
o Report of tender process
o Contractual document for contractors
o Construction/renovation follow up logbooks and documents
o Contractors’ work plan
o Minutes of construction site management meetings
o Report of the result of installed system testing
o Substantial completion certificate
o Final completion report
• Report of the technical input given to contractors in facilities under the consultant’s respective geographic responsibility on:-
o Contractors’ working drawings and erection program
o Regular work progress reports.
o Requests for work approval.
o Accident and incident reports.
o Weather chart.
o Test certificates as they are issued.
o Work plans and requests for revision
• Monthly certification of completion for each stage of the renovation/construction work for facilities under each consultant’s respective geographic responsibility;
• Quarterly progress report of renovation work under each consultants geographic responsibility;
• Final comprehensive report of completion of the whole renovation/construction work
• Technical advice on release or retention of the retainer’s fees;
• Assistance provided for the successful handover of the constructed/renovated facilities to government partners in the consultants respective geographic responsibility


Payment modality and schedule


The fees for this contract shall be paid monthly based on the attainment of deliverables as provided in the schedule below

Expected background and Experience


The consultants are expected to act as a faithful adviser and shall exercise all reasonable skill, care and diligence in the discharge of their duties, therefore they should have:-


i. Proven design and supervision experience in the area of rehabilitation/building construction;
ii. At least five year experience in designing, supervision of rehabilitation and construction works;
iii. BSC in civil engineering and other related fields;
iv. Excellent verbal and written communication skills (fluency in both English and Somali languages);
v. Experience in NGOs or UN agencies works has an advantage;
vi. Specific experience in working with regional and woreda governments level is desirable;
vii. Strong interpersonal skills and ability to establish and maintain effective working relations with others;
viii. Proficiency in computer applications such as word processing, spread sheets, or any other design software, etc.; and
ix. Ability to work under pressure with short deadlines with minimum supervision.


General Conditions:


 The consultant will not be provided with lodging and/or meals.
 The consultant will be based in Jigjjiga, Somali region
 The consultant should provide his/her own materials, i.e. computer,
 The consultant will be paid monthly upon completion of deliverables on monthly basis as stated on payment modality.
