COP and DCOP

Tetra Tech ARD, headquartered in Burlington, Vermont, is currently accepting expressions of interest from qualified candidates for a Chief of Party and Deputy Chief of Party Technical position on a USAID-funded Feed the Future activity in Ethiopia that is designed to increase agricultural productivity and production to ensure that growth is broad-based, improve linkages to domestic and international markets, as well as support agriculture and nutrition linkages.

Position Description/Summary: The COP will be responsible for leading all technical, financial and administrative aspects of the program and will coordinate closely with USAID in developing, implementing, and revising the project’s overall field strategy. The COP will be the principal link between USAID, Tetra Tech ARD, and other partners and provide overall strategic and technical guidance to subcontractors. The COP will provide comprehensive expert technical oversight and guidance in all aspects of the program, including monitoring and evaluation, and reporting to USAID.

Responsibilities for COP:

• The Chief of Party leads the IP team and is therefore responsible for the performance of the activity.


• The COP represents the IP and all subcontractors to USAID, counterparts and beneficiaries.


• The COP formulates and implements the strategy and oversees the management of all planning, logistics, technical assistance, monitoring and evaluation, human resources, reporting, property, compliance, communications, and all other contractual obligations.


• The COP will collaborate and coordinate with other USAID and donor project teams

Responsibilities for DCOP Tech:

• The DCOP is second in charge of the IP’s team.


• The DCOP is primarily responsible for the technical assistance.


• The DCOP works closely with the COP on all matters, serving as Acting COP when necessary.


• As DCOP, the individual works with the technical advisors and staff to help develop the value chain strategy and then implement it.


• The DCOP will represent the activity to all counterparts.

Qualifications for COP:

• Master’s degree in international development, agriculture, livestock management, economics or related field of study or equivalent work experience.


• Minimum of 7 years of chief-of-party experience in managing large (at least $20 million), complex agricultural development programs with a private sector/multi-value chain development focus, preferably within Africa.


• *Experience collaborating across activities and strong communications and interpersonal skills, with ability to productively interact with a wide range and levels of organizations (government, private sector, other projects, NGOs,).

Qualifications for DCOP Tech:

• Master’s degree in international development, agriculture, livestock management, nutrition, economics or related field of study.


• Ten years of experience managing large (at least $20 million), complex agricultural development programs with a private sector/ multi-value chain development focus, preferably within Africa.


• Excellent verbal and written communication skills.


• Significant experience in policy and institutional development and coordination skills.
