Internal and External Vacancy Announcement


Agri-Service Ethiopia (ASE) is an Ethiopian Resident Charity organization established in 1969. It has an extensive experience in rural development for about 46 years. For the project titled; Enhancing livelihoods in Burji’, funded by the Big Lottery Fund,  ASE seeks to employ a qualified person for the following position.


Job Summary


The Programme Director is responsible for proper implementation of the Livelihood Project in Burji and will need to comply with the back donor requirements: Big Lottery Fund. S/he is further responsible for the overall planning organizing directing, co-coordinating and controlling as well as implementation of program activities and resources of the Field office.  S/he ensures the implementation of ASE’s core functions towards the realization of the organization’s mission and goals. S/he realizes mainstreaming of cross cutting issues in all program components.  S/he also represents ASE in its operational area.


1.1  Plan, organize, direct, co-ordinate, supervise and control the operations of the Fieldoffice;


1.2  Ensure enabling working environment for the Field Office staff;


1.3  Direct and co-ordinates the preparation and implementation of action plans in accordance with signed program agreement with CST and its back donor: Big Lottery Fund;


1.4  Coordinate preparation of supplementary/mini-projects that support the community empowerment program;


1.5  Coordinate and monitors the implementation of program activities and facilitate evaluations;


1.6  Organize and facilitate partners’ review meeting;


1.7  Facilitate the establishment of vibrant grass root Community Based organizations (CBO);


1.8  Ensure that counterpart government agencies and CBOat local level are actively involved in implementation, monitoring and evaluation of the program and their capacity is enhanced to sustain program intervention;


1.9  Create and demonstrates participatory & transparent decision making processes, gender sensitiveness, team spirit, motivation and dedication among staff members working in the Field office;


1.10          Promote and ensure organizational values and principles;


1.11          Establishes and provides leadership to Field office management committee.


1.12          Ensure networking and harmonious relationship with CBO, government and NGO/CSOs;


1.13           In accordance with the rules and regulations of ASE, direct and co-ordinate the administration functions such as employment, termination, internal transfer, and promotion of all program staff except those directly reporting to her/him;


1.14          Co-ordinate and supervise local purchases of goods and services in a cost effective manner and forwards timely requests to ASE Head office for international and local bulk purchases when deemed necessary;


1.15          Ensure that the program implementation is focused on resource-poor community members and gender responsive;


1.16          Ensure that the programs implementation are focused on local capacity building towards creating sustainable livelihood;


1.17          Facilitate in undertaking human resources development (HRD) needs assessments and ensures that capacity of program staff is enhanced through periodic training and experience exchange visits;


1.18          Ensure that an adequate resource is received timely and regularly from ASE head office and authorize payments in accordance to delegated authority and agreed action plans and budget;


1.19          Ensure that periodic technical and financial reports are prepared and timely submitted to ASE’s Head office and government counterpart offices at Wereda, zonal and regional level;


1.20          Team up ASE Core management;


1.21          Document and share good practices to ASE staff and partners;


1.22          Engage in ASE networks and advocacy at local level in consultation with HO;


1.23          Evaluate work performance of employees reporting to her/him;


1.24          Act as a legal representative of ASE in her/his area of operation;


1.25          Perform other related duties assigned by the Executive director.


 


Qualification Requirement Education MA/MSc or BA/BSc in Agriculture, Agricultural Extension, Rural Development, Management or related Field Experience 8 years for MA/MSc,10 years for BA/BSc in relevant work Personal Competency: Able to identify, analyses and solves problems, work in a team and hardship environment.
