1. Position Title: Food Monitor


Duty Stations: Nazareth and Yabello (Knowledge of the Somali language for Yabello and Oromiffa language for Nazareth is required.)


Employment term: Indefinite period contingent upon funding of the JEOP Program.


Reports To: Monitoring & Compliance Manager! Field Office Manager

Purpose of the position:



  • Monitor JEOP consortium members for compliance with JEOP minimum standards and USAID regulations per the agreements signed with each partner;

  • Monitor and check all the activities of centers/sites, distributing US Government commodities supplied by CRS

  • Monitor JEOP distributions

  • Report back any issues, findings or successes back to the Field Office Manager

Summary of Duties and Responsibilities:


  • Monitoring Activities

  • Assessing capacity and gaps of each center/site

  • Conducting exit/closure meeting

  • Preparing and submitting reports

  • Planning and carrying out improvements in monitoring work

Required qualification:

• Education & Experience: Completion of 1st Degree in Supply Chain Management, Accounting, Economics, or other related fields; and3 years of experience in Food Monitoring, Commodity Management or other related field.
Knowledge of the Somali language for Yabello and Oromiffa language for Nazareth is required.


Competencies /Knowledge, Ability and Skill;



  • Local knowledge of the duty stations

  • Good knowledge and experience in food monitoring activities, preferably working on USAID funded projects

  • High degree of initiative, integrity and accountability

  • Ability to work under pressure and meet deadline

  • Skill in report writing

  • Skill in the use of MS-Office applications

Working Conditions: To successfully carry out monitoring activities, Food Monitors are expected to spend 75% of their time in the field conducting these monitoring activities on a rotation that has monitors out in the field for ten days followed by five days twice each month. The approach may change as directed by JEOP senior management.

2. Position Title: Accountability Officer


Duty Stations: Addis Ababa


Employment term: Indefinite


Reports To: MEAL Program Manager

Position summary:


The Accountability Officer is responsible for ensuring mechanisms are in place in CRS’ and Partners Programs to fulfill two key CRS commitments namely: HAP/CHS (Humanitarian Accountability Partnership/Core Humanitarian Standard) standards and good enough guide especially in regards to information sharing, beneficiaries’ participation, complaints and response mechanism, and accountability in monitoring and evaluation; and CRS’ Monitoring Evaluation Accountability and Learning Policies and Procedures. Whilst ultimately it is the responsibility of all staff to follow CR5’ MEAL Policies and Procedures (MPP) and embed the 2010 HAP standard within the organization, the Accountability Officer will be the primary support person, will build capacity, monitor our performance against MPP, and, crucially, will, in the first instance be the first point of contact for beneficiary complaints. As such the Accountability Officer will need to establish a role and mechanisms based on the highest integrity which beneficiaries will trust.


Summary of Duties and Responsibilities:



  • Develop systems and guidelines for CRS staff to consult with male and female beneficiaries to define indicators for project success.

  • Building capacity of all staff partners and project participants as appropriate in MPP with special emphasis on accountability standards,

  • Ensure all beneficiaries are aware of the key elements of CRS’ accountability policy and procedures and the expectations and standards required of CR5 staff and partner staff, especially 2010 Humanitarian Accountability Partnership (HAP) Standard and how this should be applied within their roles,

  • Establishing a sustainable Complaints Response Mechanism (CRM) in each site which ensures all beneficiaries can make confidential complaints and be confident in response processes,

  • Support CRS’ work in Ethiopia by undertaking other tasks as appropriate and required.

Required qualification:

• Degree in Social Work/Social Sciences or related field,


• Related experience for 5 years with B.A. or 2 years for M.A. out of which 2 years were hands on experience as Accountability Officer.


Skills & experience:



  • Demonstrated experience in participatory methods and understanding of adult learning principles.

  • High integrity and willingness to conduct her/himself transparently and open to scrutiny.

  • Familiarity with work of NGOs is desirable.

  • Thorough familiarity with principles and current approaches to monitoring and evaluation of relief and development programs using both quantitative and qualitative methods

  • Demonstrated experience in facilitation skills and training.

  • Excellent verbal and written communication skills.

  • Strong empathy skills and genuine care and respect for needs of others especially female and other marginalized group.

  • The ability to work in a systematic and organized manner.

  • Ability to respect and maintain confidentiality.

  • Strong negotiation skills.

  • The ability to prioritize competing demands.

  • Commitment to humanitarian principles and values.
