Technical Officer, Addis Ababa

Job Description – Technical Officer Within the context of the African Union Commission's (AUC) continent-wide SPS Coordination Mechanism, the Partnership for Aflatoxin Control in Africa (PACA) is seeking a Technical Officer to work with the African Union Commission (AUC) to support the implementation of PACA activities. A broad range of stakeholders in Africa and globally have supported the creation of PACA. Through the leadership of the AUC and with strong guidance from the PACA Steering Committee, which includes representation from key stakeholder interests from across Africa, a comprehensive, Africa-wide approach to aflatoxin control has been established. Recently launched by the AUC and endorsed by the Joint Ministerial Conference of Agriculture and Trade (JMCAT), PACA is supporting a range of initial activities to be implemented under PACA Steering Committee guidance and in partnership with numerous technical and other partner organizations. PACA is seeking an experienced Technical Officer to support the implementation of PACA activities. These activities include establishing a Secretariat for PACA and supporting a range of initial projects to demonstrate the effectiveness of specific aflatoxin control interventions.

Major Duties and Responsibilities As staff member of the PACA Secretariat based at the AUC, the Technical Officer will:

Initiate the development of a comprehensive strategy for aflatoxin control in Africa;Facilitate exchange of relevant technical information between PACA sub- committees and other experts in the agriculture, trade, nutrition, and health communities;Facilitate exchange of information on best practices for aflatoxin control in Africa between technical experts and all relevant stakeholders;Provide technical input on informational and educational materials;Facilitate the development, management, and operation of the Work Plan for PACA activities aimed at mainstreaming aflatoxin control into the CAADP and SPS mechanisms;Must be willing to undertake extensive travels; andProvide other duties based on mutual agreement, or as requested.

Knowledge and Skills

A Master's degree in the field of plant pathology and/or relevant fields of agriculture – an advanced degree is an advantage;

Proven expertise in the SPS domain and epidemiology of mycotoxins and mycology; Demonstrated experience in African agriculture – regional experience and multi- country experience are advantages; Demonstrated experience working on aflatoxin control activities; Excellent communication and interpersonal skills and the ability to perform in a multicultural environment and across scientific and technical disciplines; Excellent written and spoken English; proficiency in one of the other AUC working languages would be an added advantage. Computer literacy and ability to operate in major computer software programs is a necessity.

Duty Station The successful candidate will be based at the Department of Rural Economy and Agriculture of the African Union Commission in Addis Ababa, Ethiopia.

Duration and Compensation The agreement shall be for twenty four (24) months depending on availability of funds.
