Programme Development Manager, Addis Ababa

The Horn of Africa (HoA) programme is the Norwegian Refugee Council's (NRC's) largest mission globally. Operations began in Somaliland in 2004, expanded to Puntland in 2006, South Central and Dadaab in 2007. Since 2011, NRC has expanded to established presence in Kakuma refugee camp (Kenya) as well as Ethiopia and Yemen. Prioritized activities focus on shelter and infrastructure construction; water, hygiene and sanitation; emergency education including youth education; protection; food security and distribution. Programs target both emergency responses to acute crises as well as the capacity to address recurring protection needs of displaced populations through durable solutions. Since 2004, NRC has demonstrated a regional competence and expertise in working with displaced populations. NRC has concentrated its main focus on Somalis who are displaced by conflict recurrent drought in Somalia. The Regional Office is based in Kenya (Nairobi) with operations in Somalia (Puntland, Somaliland and Mogadishu), Kenya (Dadaab, Kakuma and Molo), Ethiopia (Dolo Ado, Shire and Assosa) and Yemen.

The main purpose of the Programme Development Manager (PDM) position is to assist the Country Director (CD) with management and development of the NRC programme activities. The Programme Development Manager reports to the NRC County Director.

Job description

Programme Development: The PDM has the delegated responsibility to ensure that the programme activities develop in line with NRC's mandate, policies and country specific strategies. This entails:

â- Contribute to the development of country programme strategies, concept papers and situation analysis etc

â- Assist the CD to ensure that the Country Strategy, Plan Of Action and project plans effectively respond to prioritized protection issues

â- Overall strategic-, and day-to-day planning of the implementation of the core activities

â- Ensure protection analysis is part of the activities being undertaken

â- Ensure internal coordination of the activities

â- Strategic planning and analyses of financial opportunities and limitations

â- Coordination and quality control of project applications (incl. budgets) developed by NRC´s project personnel

â- Active resource mobilisation for the programme

â- Plan for programme/project assessments and evaluations

â- Ensure a conscious programme approach in line with the "do no harm" principles

Programme Management: The PDM has the delegated responsibility to ensure that NRC´s programme activities are managed in accordance with NRC´s policies and guidelines. This entails:

â- Ensure quality implementation of projects within specified timeframes

â- Develop and monitor the annual calendar of deadlines for reporting on projects/submission of project proposals

â- Ensure optimal use of financial resources in the programme

â- In cooperation with CD and FAM responsible for timely budget revisions at project level.

â- Ensure optimal use of human resources in the programme

â- Regular project follow-ups in all geographical areas

â- Keep the CD and Country Management Team informed about all programmatic issues of relevance to the overall management and coordination of the country programme.

â- Ensure the quality of advocacy initiatives within the country programme

â- Ensure that systems for monitoring programme/project activities are developed and implemented

â- Preparation and quality control of required reports

â- Strengthen the NRC identity amongst staff

Qualifications

Professional Background:

â- Solid programme management experience

â- Proven experience from programme development, including design of programmes/projects

â- Experience from international work, preferably with refugee/IDP-related emergencies and with legal aid, protection, education, shelter and/or camp management projects

â- Solid experience in administration

Essential Skills:

â- Demonstrated leadership and coordination skills

â- Documented skills in formulation of programme/project proposals, budgets and reports

â- Fundraising abilities and understanding of various donors requirements

â- Ability to use Logical Framework Approach as a tool in project/programme design and follow-up

â- Significant understanding of complex emergencies and crisis contexts

â- Significant political and cultural awareness and experience of working in setting where insecurity is a major issue

â- Awareness of gender issues

â- Proven communication, interpersonal and negotiation skills

â- Fluency in the English, both oral and written

â- Above average computer literacy

â- Holder of a valid international driver's licence

Formal Education:

â- Relevant university degree or higher education, preferably in international relations and/or development, social sciences or management

Desired Skills:

â- Knowledge of the political situation in the region

â- Proficiency in the Amharic language an asset

â- Knowledge of UN system and experience with field level coordination with UN organisations, INGOs, donors and authorities

â- Salary/benefits: According to NRC's general directions for national staff. Free housing of moderate standard.

â- Duty station: Assosa, Benishangul-Gumuz Region, where recreational and social facilities are very limited.
