Programme Analyst, Parliament and Election

Summary of Key Functions:

• Implementation of UNDP corporate and UNDP Ethiopia’s strategies in the Parliament and Election areas
• Management of the CO programme in areas assigned
• Creation of strategic partnerships and implementation of the resource mobilization strategy
• Provision of top quality policy/technical advice services internally within UNDP OC and externally to Government and non-governmental counterparts
• Facilitation of knowledge building and management

1. Ensures implementation of UNDP corporate and UNDP Ethiopia’s programme strategies in the Parliament and Election programmes, focusing on achievement of the following results:

• Thorough analysis and research of the political, social, and economic situation in the country with a particular focus of areas that have impacts on the Parliament and Election programmes in the country, and preparation of substantive inputs to CCA, UNDAF, CPD, CPAP and other documents.
• Identification of areas for support and interventions within the thematic/sectoral areas assigned based on the above analysis as well as UNDP’s corporate priorities and comparative advantage.
• Identification of sources of information related to parliament and election issues. Keeping abreast of policy changes regarding parliament and election, analyze them and inform senior management
• Monitoring and analysis of assigned programmes, timely readjustments in portfolio.
• CO business processes mapping and preparation of the content of internal Standard Operating Procedures in Results Management, control of the workflows in the Programme Unit.

2. Ensures effective management of the CO programme within the thematic/sectoral areas assigned focusing on quality control from formulation to implementation achieving the following results:

• Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results and contribution to office-wide initiatives and activities, e.g. formulation of country office management plan, strategic result framework and providing support for developing vision and substance.
• Design and formulation of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions. Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones.
• Identification of new programme/projects in parliament and election areas, review and adjustment of project documents according to agreed-upon governmental priorities and available resources.
• Initiation of projects, presentation of projects to PAC, preparation and finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst performs functions of Manager Level 1 in Atlas for POs and vouchers approval, participates in recruitment processes for projects.
• Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions.
• Evaluation of the programme impact. Monitoring and analysis of the programme environment, timely readjustments in portfolio.
• Facilitation of any NEX audit process, arrangements for the management response to audit recommendations and for the recommendations to be timely carried out.
• Regular field monitoring visits, reporting back on findings and recommendations, follow-up to ensure timely implementation of the recommendations to build the capacity of the implementing partners.

3. Ensures creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:

• Development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities.
• Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.
• Preparation briefing notes, statements and speeches for Senior Management related to decentralization and civil service reform.
• Maintenance of project briefs and activity information for bilateral donors, academia, private sector and other UNDP field offices to support UNDP’s public awareness activities.

4. Ensures provision of top quality policy/technical advice services internally and externally to Government and non-governmental partners, including donors and civil society, focusing on achievement of the following results:

• Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals.
• Strengthening partnerships with donors and effective implementation of strategies.
• Represents UNDP t various technical fora related to Parliament and Elections, such as UNCT Inter-agency technical working groups, donor technical working groups.
• Sound contributions to knowledge networks and communities of practice.
• Organization of trainings for the operations/ projects staff on programme issues.

5. Facilitates knowledge building and management focusing on achievement of the following results:

• Sound contributions to knowledge networks and communities of practice.
• Systematic recording of best practices and lessons learnt in the areas assigned
• Coordination of internal and external reviews and evaluations.
• Organization of trainings for the operations/ projects staff on programme issues.
