Duty Station: Addis Ababa, Ethiopia

Title of Position: National Finance Officer

Position’s Grade: NO-A (UN Salary Scale for NO employees in Ethiopia)

Type of Appointment: Fixed term, 12 months with possibility of extension

General Functions:

Under the overall supervision of the Head of Office and the direct Supervision of the Resource Management Officer, the incumbent will be responsible for administrative and financial functions of IOM Addis Ababa. IOM Ethiopia is comprised of five offices, one in Addis Ababa and sub-offices in Shire, Gambella, Jijiga, Moyale, and potentially also Dollo Ado. In particular, he/she will:

1. In coordination with the RMO, monitor and oversee the financial management for all activities including the oversight of financial expenditures and accountability and undertake financial analysis and interpret reports of all activities for IOM Ethiopia.

2. Oversee budget control process and analyze variances between budget and actual expenditures and outstanding commitments.

3. Coordinate the preparation of donor financial reports with Project Managers and RMO in accordance with IOM regulations and established procedures.

4. In coordination with the RMO and Project Managers, prepare budgets for new projects.

5. Maintain appropriate internal controls to safeguard the Organization’s assets, control cash and prevent fraud.

6. Ensure that vendor/customer accounts are cleared in a timely manner and review all other outstanding financial matters with banks and suppliers.

7. Undertake quality control checks on the monthly accounts, ensure that debtor/creditor accounts are cleared in a timely manner and review all other financial matters with banks and suppliers.

8. Liaise with Procurement Unit for clearance of commitments due on/before closing of the running month.

9. Liaise with the HR Unit to ensure that salaries are correctly allocated to projects consistent with IOM’s projectization criteria.

10. Ensure travel claims by staff accurately follow DSA rate/exchange rate with supporting documentation.

11. Close all monthly accounts with required documentation with Central Accounting Support, Manila.

12. Supervise finance assistants in Addis Ababa. Ensure coordination among the unit to:

• Raise payment requests with proper verification of invoices from vendor, with complete support documentation;

• Enter in PRISM-Finance with correct GL and cost projectization;

• Ensure proper record of data entry in the system;

• Ensure accurate charging in GL and WBS with proper transaction in the system;

• Assist finance staff in the preparation of financial reports

13. Assist the RMO in providing guidance and assistance to Finance Assistants in sub-offices on administrative and finance issues.

14. In coordination with the RMO, liaise with IOM-HQ Geneva, MAC, PAC and other IOM missions to coordinate finance actions.

15. Participate in improving internal control systems to ensure efficiency and timely delivery of finance services to staff and external partners.

16. Ensure timely preparation of monthly mission funding requests with effective estimation of mission expenditures.

17. Ensure correctness and adherence to JOM accounting rules and procedures.

18. Perform duties of the RMO in his/her absence, ensuring smooth handover of activities.

19. Perform other duties as assigned.

Desired Qualifications & Skills (Education, Experience and Competencies):

National with a good knowledge and experience in the culture and traditions of Ethiopia.

University degree in Accounting or business Administration or equivalent. Minimum five years of finance/accounting and administrative experience. At least three years of relevant professional experience.

Knowledge of IOM accounting systems, software and procedural knowledge/experience is mandatory. Ability to prepare clear and concise reports and analyze and interpret source information and data. High level of computer literacy is required, particularly IOM computerized accounting systems. Good knowledge of MS Office, especially EXCEL.

Good communication skills. Personal commitment, efficiency, flexibility, drive for results, respect for diversity and creative thinking. Ability to lead, coach and work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.

Languages: Fluency in spoken and written English and Amharic required.
