POSITION: ENGINEER FOR RURAL INFRASTRUCTURE

DUTY STATION: JIJIGA (FREQUENT FIELD VISITS TO THE PROJECT SITES)

PROGRAM/DEPARTMENT SUMMARY:

The Revitalizing Agricultural/Pastoral Incomes and New Markets program (RAIN) is a 3 year strategic intervention in the Somali and Oromia Regions led by the NGO Mercy Corps. Targeting vulnerable and food insecure households, RAIN’s three main objectives are to (1) promote efficient market-based business solutions, local economic development, and economic integration, (2) improve preparedness, and (3) prevent food insecurity through strengthened and diversified livelihoods.

GENERAL POSITION SUMMARY:

The Engineer for Rural Infrastructure will primarily give professional support for the construction and rehabilitation of community infrastructure in all operational areas of the RAIN program (East Hararghe and Somali Region). Infrastructure includes market hubs, water and sanitation rehabilitation work and other construction related activities required by the community. S/he will coordinate all aspects of infrastructure development including preparation of designs, specifications and material requirements. S/he will provide advice to local contractors, conduct monitoring and supervision of the operational sites in compliance with Ethiopian code and build the capacity of Mercy Corps staff in contract management.

POSITION REQUIREMENTS:

• University first degree in civil engineering, building, architecture or other relevant technical areas.

• Minimum two years of experience in the field of design, engineering and construction supervisions preferably in rural infrastructure development.

• Good technical knowledge of construction methods, sequence of events, PERT, progress and safe completion of individual and multiple project sites.

• Experience in supervision and monitoring schedules for multiple, simultaneous projects.

• Experience in use of Microsoft Windows tools, MS Word, AutoCAD and engineering soft ware

• Fluency in English, Amharic and Somali language both written and oral is requirement.

• Ability to work under a multi-disciplinary team/approach

• Commitment to frequent field travel to remote areas

• Good understanding of development issues with emphasis on participation and sustainability

•  Excellent report writing skills.

• Patience and understanding at working with local contractors and community groups.

• Able to work independently and show initiative
