National Consultant for the Preparation of the 2012 MDGs Report

As part of the commitment to monitor and report on MDGs’ progresses and challenges, Ethiopia has kept producing and sharing reports in accordance to required standards and enhancing transparency and accountability to the wider stakeholders. This year, Ethiopia has also identified a real need for assessing how likely the country is to achieve the goals by 2015. To this effect, the Government of Ethiopia and UNDP would like to produce the 2012 National MDGs report which will also be instrumental for the global and regional MDG report and shared globally.

The report will reflect concrete and reliable results of the country’s current developments, progresses and challenges towards the achievement of MDGs. In addition to contributing to the Global MDG Report, the report will be shared and disseminated to various national and international institutions and also posted on important websites for enhancing transparency and wider sharing and learning.
The Scope, Approach and Methodology of the Report Preparation:
The 2012 MDG report would put emphasis on deeper insights on the success and challenges and required efforts to make much progress towards the MDGs, with particular prominence to the following aspects:

* Trends and inequality analyses of various MDGs;
* Identification of the key bottlenecks constraining progress on specific MDG targets;
* Assessment of the impact of global economic crisis and climate change on MDG progress;
* Assessment of what worked in terms of MDG achievement and their replicability/scalability.
The report analyzes and summarizes the concrete and reliable results of the country’s progress, trend and challenges towards the achievement of MDGs with new insights and recommendations. The 2012 MDG Country Reports will be prepared with a consistent methodology and focus on accelerating progresses towards the MDGs. To this effect, an addendum to the 2nd Guidance note on MDG Country Reporting has been developed by UN Agencies and endorsed by UNDG (click here for tools and resourses) The rationale for the addendum stems from the fact that new realities have emerged since the MDG Country Report Guidelines were last updated and endorsed in 2003. The addendum provides guidance on additional specific themes and topics that will strengthen the analytical content of the reports.

The preparation of the 2012 MDGs report primarily employs a desk-review work of the recent surveys results such as census, DHS, WMS and HICES, PASDEP/GTP Annual Progress Reports and some other government official reports. As part of developing brief case studies and documenting success stories, interviews and discussion with selected informants and institutes will be part of the methodology to generate additional information.
Main data sources include census/survey data/information collected by CSA and administrative data/information generated by the sector institutions of the Government including MoFED. The consultant/s is/are also expected to produce brief case studies and success stories, and incorporate very illuminating photographs as an integral part of the report.
Deliverables:
* First draft report five weeks after signing of contract ;
* Second draft report within seven calendar days after consultative workshop on the first draft. As indicated above, the report is one of the documents that will shape the focus of the remaining three years with concrete recommendations for action. It also becomes instrumental and the basis for setting the post-MDGs agendas;
* Third draft after consultation workshop with development partners and practitioners;
* Final report after incorporating the peer review comment and any possible evidence and insights that may emerge during the final stage of the process. Duration of the work:
In order to shape the MDG Review process in the UN General Assembly, it is recommended that the country level first draft reports be prepared by 4th week of May 2012 for internal review. The length of MDGRs should range between 20-25 normal A4 size pages, up to 2 pages for each goal. The text should use less than 10,000 words. The format needs to be kept short and sharp, concise and light, and jargon-free. Simple diagrams, in the form of tables or charts, are particularly useful to convey key messages at a glance. An indicative length of the report/review by section is as follows:

* Introduction (including preparatory process): 1 page
* National macroeconomic context: 2 pages
* Two pages per goal: 16 pages
* Status at a glance: 1 page
* Statistics at a glance: 1 page
* Annex: 2 pages
The period to cover this specific assignment is approximately (45) days. MoFED and UNDP will lead and coordinate the assignment, including facilitating access to relevant reports and reference materials. The consultant will require four weeks to produce the first draft of the report starting from the date of the contract. Within one week time of the submission of the first draft, MoFED, UNDP and other relevant stakeholders will provide their feedback and comment. Consultation workshop will be organized by MoFED and UNDP to share the first draft to validate and further enrich the report. The consultant/s will produce the second draft within seven calendar days. The second draft will be shared in the consultation workshop to the wider development partners and relevant comments and feedbacks will be forwarded to the consultant for considerations. On the design and production of the report, UNDP and MoFED will recruit and work with graphic designers and printing enterprise based on a separate terms of reference.

Competencies

* Extensive research in development policy and planning;
* Have proven knowledge of the Ethiopian economy;
* Familiar with the Ethiopian socio-economic situations, PASDEP, GTP and MDGs;
* Have demonstrated knowledge and familiarity with analytical tools recently developed for analysis and projection of the MDGs;
* Excellent skill in developing complex and multi-dimensional conceptual frame work;
* Excellent quantitative skills ;
* Excellent spoken and written command of English;
* Experience in working with a group of professionals, and excellent team work skill.
