Ethiopia: Regional Coordinator

Background:

The Horn of Africa Regional Environment Centre & Network (HoA-REC&N) covers six countries: Djibouti, Ethiopia, Kenya, Somalia, South Sudan and Sudan. The Centre is the secretariat of a network of more than 40 higher-education institutions and civil society organisations that aim to improve environmental governance and promote sustainable development in the Horn of Africa. A detailed overview about HoA-REC&N is available on [www.hoarec.org]. The Horn of Africa Climate Change Programme (HoA-CCP) will be the organisation’s first programme with a regional focus.

The HoA-CCP aims to align to climate-relevant government policies in target countries of the Horn of Africa, and work within identified intervention areas to promote systematic implementation of a flagship development model that establishes stronger links between safeguarding ecosystem integrity and enhancing income-generating opportunities. The programme aims to develop a ‘package’ of concrete activities (support to land use development planning, rainwater harvesting, soil conservation measures, climate smart agriculture, green value chains, renewable energy options) that can be implemented more or less equally in five different landscapes. The HoA-CCP will produce a number of concrete ‘products’ (as stated in the programme proposal):

· Baseline study for each landscape: a biophysical, climatic and socio-economic baseline will be created for each of the selected landscapes, upon which a tailor-made intervention package will be designed and implemented by HoA-REN members, led by a National Focal Point Organization.

· Demand Driven Action Research and Demonstration Initiatives: the HoA-CCP aims to promote innovations and innovative approaches via a ‘trial and error’ and ‘learning by doing’ methodology, thereby making the programme function as a catalyst for new ideas in the different countries. The National Focal Point Organizations of the Network will be at the core of development initiatives in their landscapes, with technical support being provided by HoA-REC and/or its partners. Since up-scaling will mainly be done by other development actors in the landscapes, the main programme targets will be at the level of project proposals and business plans created, integrated land use development planning processes facilitated, new value chains initiated or facilitated, and models developed for innovation demonstration and dissemination.

· Landscape governance learning trajectory: in collaboration with a group of Dutch knowledge institutions (WUR, VU and UNESCO-IHE), a landscape governance learning trajectory will be developed during the inception phase to provide network members with additional knowledge, experience and tools to become a proactive, well-informed core actor in a multi-stakeholder process for sustainable governance and development of their respective intervention landscapes. Working together with authorities on land and water use planning and with companies on green income-generating opportunities will be important aspects in the learning trajectory.

· Regional landscape studies: the flagship character of the programme will facilitate the bringing in of best practices into the policy arena at the national, regional and African level through the elaboration and publishing of (comparative) studies on the Horn landscapes together with internationally renowned research institutions. The studies will capture success stories and lessons learned and aim to serve both the influencing of environmental and green growth policies in the Horn, as well as the attraction of suitable commercial investments and additional funding for the HoA-CCP.

Position: Regional Coordinator

HoA-REC&N’s Horn of Africa Climate Change Programme (HoA-CCP) is now looking for a competent Regional Coordinator, based at the HoA-REC&N headquarters in Addis Ababa, to manage the HoA-CCP in close collaboration with the National Focal Point Organisations from Djibouti, Ethiopia, Kenya, Somalia, South Sudan and Sudan.

Duty station: HoA-REC&N headquarters in Addis Ababa (Ethiopia), with frequent travel to programme intervention countries in the Horn of Africa

Duration: One year with the possibility of extension upon positive performance

Remuneration: To be negotiated.

Job Summary:

Under supervision of the Executive Director, the regional coordinator shall coordinate the communication with National Focal Point Organisations in Djibouti, Kenya, Somalia, South Sudan and Sudan, as well as with the HoA-REC&N Gambella Branch Office, on all issues related to the Horn of Africa Climate Change Programme. The regional coordinator will be responsible to closely coordinate with network members, governments, international implementation and research partners, and donors. A critical task will be to leverage additional funding from the public (donor) and private sector to upscale HoA-CCP activities.

Duties and Responsibilities:

· Coordination of the different programme components:

Facilitation of the planning and inception phase (desktop and baseline study);Set-up of a landscape governance learning trajectory;Facilitation of demand driven action research and demonstration initiatives in five selected landscapes in the Horn of Africa;Facilitation of regional landscape studies;Set-up of a framework for monitoring and evaluation of the HoA-CCP.

· Maintain good contact with stakeholders in the field of natural resource management and sustainable development, specifically focusing on the facilitation of partnerships between the private sector, local and national government, and the Network members and partners of the different Horn of Africa countries;

· Formulate detailed activity plans and budgets for the different HoA-CCP components, in close consultation with Network members, (international) partners, governments and private sector, as well as relevant HoA-REC departments;

· Support the development and implementation of a comprehensive monitoring system HoA-CCP activities and coordinate the preparation of progress reports to the donor;

· Engage in Calls for Proposals and discussions with donors to leverage additional funding for the HoA-CCP intervention landscapes;

· Act as the Secretary of the HoA-CCP Steering and Technical Committee and prepare the relevant documents;

· Represent HoA-REC&N in relevant conferences, meetings and workshops.

Educational, experience and skills requirements:

· PhD/MSc/MA background in Natural Resource Management, Climate Change Adaptation, Integrated Water Resource Management and related fields;

· At least 10 years of field experience, and at least 15 years of programme management experience related to natural resource management in the international development sector;

· Proven ability to link different sectors (water, land, economy), to promote and give guidance to integrated landscape management;

· Proven experience with private sector collaboration and public-private partnerships;

· Proven ability to facilitate and coordinate multi-stakeholder processes and maintain constructive contact with stakeholders in the field of natural resource management;

· Strong affinity with, and knowledge of the nexus between poverty and natural resource management in the Horn of Africa;

Essential requirements:

· Applicants should posses the Djiboutian, Kenyan, Somalian, South Sudanese or Sudanese nationality and/or roots. The aim is to attract more staff coming from the region that is covered by HoA-REC&N.

· Excellent knowledge of English is required. Knowledge of French, Arabic and/or Swahili is a distinct advantage.
