A five-year (2011-2016) Cooperative Agreement awarded by USAID to Management Sciences for Health (MSH), the Leadership, Management and Governance Project (LMG) supports health systems strengthening around the world by addressing the needs in leadership, management and governance capacity of policy makers, health care providers and program managers to implement quality health services at all levels of the health system.

In Ethiopia, LMG’s goal is to improve human capacity and leadership within the health sector through improving leadership and management competencies of the Federal and Regional health workforce and ultimately the performance of the health workforce. The project works in close collaboration with the Federal Ministry of Health (FMOH) directorates, Regional Health Bureaus, local training institutions and professional health associations.

Project Director
REPORTS TO: MSH Portfolio Director based at MSH’s Home Office in Cambridge, MA
LOCATION: Addis Ababa

OVERALL RESPONSIBILITIES

The MSH Project Director provides strategic leadership and management to the LMG project. S/he is accountable for project deliverables and results, and has full accountability and authority for the development, execution, and monitoring of the project, including (1) vision and technical strategy; (2) project management; (3) documentation and communication; (4) strategic partnerships and cost share leverage, (5) client(s) and stakeholder(s) relationships; and (6) coordination and synergy with other MSH projects, and collaboration with MSH Country Representative and the Country Operations Management Unit (COMU), where applicable.

The Project Director is aware of and adheres to MSH procurement integrity standards in all activities and assures compliance with USAID and Ethiopian regulations and requirements. The position may require domestic travel up to 30% of the time.

QUALIFICATIONS
• A minimum of a master’s level degree in business administration, public health, public policy or other related field or equivalent experience.
• Ten plus (10+) years of progressively responsible, related experience is required. Experience working with senior- level leadership in the FMOH, training institutions, or other key stakeholders highly desired.
• Solid understanding of Ethiopia’s health system from the federal to the woreda level.
• Demonstrated expertise and strong skill set in leadership, management and governance interventions and related projects.
• Commitment to socio-economic development of the poorest and most vulnerable populations.
• Prior experience and success directing similar or larger international donor-funded projects. Demonstrated strategic planning and visioning skills.
• Familiarity with US Government (including USAID) regulations and administrative procedures in the implementation of donor assisted projects.
• Proven record of aligning diverse, multi-level teams with project mission and vision.
• Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
• Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USG, Cooperating Agencies (CAs), and donor organizations.
• Demonstrated strategic ability, diplomacy, conflict management, team building, written and oral communication, and negotiation skills
• Strong team player with strong initiatives and result orientation.
• Fluency in written and spoken English required.
