Job Title: Finance and Administration Officer

Back ground
In close collaboration with the Federal Ministry of Health (FMOH) in Ethiopia, the JSI Research & Training Institute, Inc. (JSI) has designed "Universal Immunization through Improving Family Health Services" (UI-FHS). This new 2.5 year learning grant has recently been awarded by the BMGF. Together with its implementing partner Center for Vaccine Development at the University of Maryland, JSI will collaborate with the FMOH, the Ethiopia Health and Nutrition Research Institute (EHNRI), and other partners.

The goal of UI-FHS is to develop evidence to inform a FMOH evidence-based decision on whether and how to pursue nationwide universal child immunization in Ethiopia, integrated with family health approaches, and what it will take to do so effectively, affordably and sustainably. The project will institute a structured collaborative learning process with the FMOH, WHO, UNICEF, USAID, CHAI, indigenous civil society organizations and others to take a fresh look at the routine.

RESPONSIBILITIES:
Under the supervision of the Finance and Operations Director in Addis, the Finance and Administration Officer supports the Regional teams for a timely and smooth implementation of the project. S/he is responsible for managing all financial matters of the project, maintaining adequate accounting records, submitting timely financial reports to the Finance and Operations Director, as well as maintaining day-to-day operations and supervising the project drivers.

Duties and responsibilities

• Manage the activity of Finance, Administrative and Operations in the regional office in areas such as Personnel matters, vehicle and fuel usage, perdeim, medical reimbursement and staff annual and sick leave.
• Prepare monthly cash requests, and promptly advises action required to cover estimated costs. Manage petty cash.
• Manage accurate accounts and prepare monthly financial reports (field office imp rests) for submission to the Finance and Operations Director, including all paid vouchers, receipts, and other documentation required by project regulations.
• Coordinate project activities with the Field Immunization Manager in close collaboration among government institutions and NGO partners. The administrator needs to be aware of all activities to better manage the administrative aspects of the project.
• Be responsible for maintaining and updating a complete list of Equipment and Furniture.

Preferred qualifications and characteristics
• Diploma in Business Studies/Accounting
• Project management background
• Willing to travel most of the time
• Five years of experience in accounting preferred
• Experience with international donors preferred
• Strong financial and accounting skills
• Computer skills, including Microsoft Word, Excel
• Excellent organizational and communication skills, with close attention to detail
• Fluency in written and spoken English and Amharic language; ability to speak the local language/s a plus.
• Ability to work with minimum supervision
