Institutional Capacity Building Technical Advisor, Jijiga, Ethiopia

The IRC began work in Ethiopia in 2000 in response to severe drought in Ethiopia's Somali Region. IRC now runs programs in five regions across Ethiopia, targeting refugees, host communities and disaster affected communities. IRC implements emergency water and sanitation activities, education programming, works with pastoralists to improve water provision, raises awareness on HIV/AIDS and family planning, and conducts community-based activities to reduce morbidity and mortality among children under five.

POSITION DESCRIPTION The IRC is recruiting an experienced Institutional Capacity Building Technical Adviser to work as part of the senior leadership team responsible for the delivery of a flagship £35m Governance and Basic Service Delivery programme in the Somali Region of Ethiopia. The project brings together an experienced group of implementing organizations in the region to deliver a high quality, integrated program, building the capacity of government counterparts and strengthening community level engagement with service delivery. This position is based in Jijiga, the capital of the Somali region in Ethiopia. The position will work alongside Education, WASH and Health Advisors, and reports to the Deputy Project Director (also based in Jijiga) on day-to-day project management. The position will require some travel throughout the region for management, support, monitoring and evaluation of program activities.

The IRC is specifically requesting applications from candidates with significant experience in strengthening regional and local government institutions. This institution-strengthening mandate will involve both improving the capacity of government officials to manage resources and service delivery in addition to ensuring communities have the ability and voice to express their priorities with regional and local governments. The IRC is also requesting applications from candidates that will have demonstrated experience in providing technical advice to large-scale governance in service delivery development programs in a conflict sensitive environment.

RESPONSIBILITIES Technical Support:

Advise consortium partners on all institutional capacity building aspects of project implementation, ensuring a consistent and effective approach to achieving project impact;Ensure the establishment and maintenance of effective engagement with communities and with local government partners, to ensure responsive and sustainable programming;Provide leadership in analyzing and providing strategies to improve the management of services at the regional and local levels, notably planning, budgeting, human and financial resource management;Provide leadership in the development of a strategy for mainstreaming governance principles and processes aimed at increasing participation, transparency, responsiveness and accountability to service users in the delivery of education, health and WASH services;Provide needs analysis, capacity-building, monitoring and implementation support to other technical specialists, to ensure equitable government services and that spaces for user voice and mechanisms to respond effectively are strengthened;Lead regular project coordination meetings with Institutional Capacity Building focal points across the consortium;Work in close collaboration with other technical specialists and consortium partners to ensure integrated programming.

Coordination and Representation:

Collaborate with regional and local authorities, relevant line ministries and CSOs to incorporate best practices and standards in service delivery;Establish and maintain collaborative relationship between IRC and other partners;Provide expert contribution to the development or adaptation of regional policies, guidelines and standards that promote quality service provision that is accessible, responsive and accountable to citizens, and allows their voices to be heard.Lead regular project meetings with the Institutional Capacity Building focal points across consortium members;Liaise with local communities, government departments, international agencies, local partners and donors as required.

Monitoring, Evaluation and Research:

Oversee development or adaptation of supervision and data collection tools;Ensure that lessons learned from this and other programs / organizations are considered for relevance to ongoing program activities, and propose adjustments as needed.

Management:

Direct supervision of two Institutional Capacity Building ManagersContribute to the capacity development of field staff through training, mentoring, and assisting with professional advancement;Ensure that the institution strengthening aspects of the program are implemented according to defined work plans in order to achieve program deliverables. Through strong planning and monitoring, identify potential obstacles to programmatic success in a timely fashion, and implement corrective actions as needed;Introduce quality assurance initiatives to address efficiency, effectiveness, or compliance concerns.

QUALIFICATIONS

Master's degree in public or business administration, economics, international development or social science;At least five years' experience in design and implementation of governance in service delivery programs in developing countries, including in fragile or conflict affected states;Demonstrated experience of working with national and/or regional level government structures to strengthen the capacity of the state to deliver services;Demonstrable technical expertise in public finance and public sector management;Demonstrated technical expertise and working knowledge of participatory processes and methodologies, preferably in a conflict or post-conflict environment and preferably Africa;Proven track record of successfully providing technical assistance to and monitoring and evaluation for large-scale (>£3m) development programs;Demonstrated experience developing effective working relationships with senior decision-makers in ministries, other governmental agencies, international organizations and other development partners;Proficiency in English and good writing, communication and interpersonal skills;Previous work experience in Ethiopia and the Somali Region desirable.
