Background

Oxfam has been working in Shinile zone for 9 years, an area regularly affected by drought. The livelihood strategy for 2012 focus on Oxfam capacity to respond to chronic and long term needs by improving the income of the poorest pastoral, agro-pastoral and drop-out households. In addition, Oxfam will be looking at increasing its capacity to respond to immediate basic needs in the field of food security/protection of livelihoods in case of emergency.
The area being highly prone to natural disasters, any sustainable impacts will pass by having a community based disaster risk reduction approach and by having an integrated approach for both Wash and livelihoods.

Job purpose

To lead implementation of the livelihood intervention, including needs assessment, design, implementation, monitoring and evaluation in Shinille zone of Ethiopia. You?ll liaise and work closely with the Public Health team to ensure an integrated approach for the overall area. Developing effective networks within Oxfam and with appropriate external bodies. This will impact directly on programme delivery and quality through leading implementation and providing technical support to livelihoods staff.

Key responsibilities

? Be a key player in linking the 2012 Livelihood Shinile strategy with the 5 years livelihood strategy.
? Programme design and planning to deliver livelihood programs in line with Shinile 2012 strategy.
? Proactively ensure that livelihood programs are implemented in a consultative, participative and gender sensitive way.
? Proactively ensure that DRR is mainstreaming within every livelihood intervention.
? Ensure a high quality, aiming at reaching Sphere standards, with a strong focus on community involvement and accountability.
? Follow up closely the evolution of the context and of the needs to suggest adjustment in Oxfam livelihood intervention.
? Develop food security emergency response capacity.
? Represent Oxfam to regional and district technical Bureau, WFP, and other NGO staff at field level by delegation from the PM.
? Recruitment of livelihood local staff, and management in line with Oxfam policies, including diversity and HIV policies (performance management, induction, training and support as required).
? Draw up a professional development plan for the livelihood staff.
? Ensure that performance management is in place and used effectively for his/ her team.
? Participate in the relationship with local implementing partner regarding livelihood activities.
? Give all opportunities of trainings, seminars, coaching in the limits of the budgets for his/her development.
? Ensure particular follow up by giving regular technical advice, guidance and feedback.

Manage Oxfam GB?s risk

? Ensure that budgets are drawn up for all livelihood activities, and that costs are kept within budgets, following the livelihood budget lines and taking part in the monthly budget follow up meeting.
? Provide regular, timely high quality reports on livelihood activities and projects by ensuring that proper monitoring and indicators follow up is included in all work.
? Comply with administration and logistics systems and procedures.
? Participate in developing and implementing good relationship with Jijiga office to ensure good experience sharing and learning.
