Job Description
Euroconsult Mott MacDonald and its consortium partners are positioning themselves to tender for the technical assistance project for the implementation of "Monitoring Environment and Security" (MESA) in Africa.

The overall objective of the programme is: “to support African decision-makers and planners in designing and implementing national, regional and continental policies and development plans towards sustainable development, thereby advancing the socioeconomic progress and well-being of African populations towards achievement of the Millennium Development Goals (MDGs).” The purpose of the MESA programme, is: “to increase the information management, decision-making and planning capacity of African continental, regional and national institutions mandated for environment, climate, food security and related responsibilities by enhancing access to and exploitation of relevant Earth Observation applications in Africa.”

We are looking for an Administrator for this project (full time, 40 person months over 48 months, start December 2012). The Administrator (AD) will be permanently based at the African Union Commission (AUC) in Addis Ababa and will ensure that all programme activities are carried out in line with EC financial procedures (EC Guidelines on Programme Estimates, EC Guidelines on Contract procedures for EU external actions, etc.).

The International Development Division (IDD) of Mott MacDonald consists of the activities of Euroconsult Mott MacDonald, BMB Mott MacDonald and various international development activities of Mott MacDonald Limited. IDD recruits for a wide range of project assignments in the area of International Development. We are involved in more than 90 projects in over 40 countries in Central and Eastern Europe, Africa, Asia and the Middle East.

Based on our joint expertise we are able to provide our customers with a broad range of international development services. Euroconsult’s expertise lies in land and water resources development, rural development, agriculture, environmental protection and management, climate change projects and capacity building. BMB is specialized in the provision of innovative management consultancy services geared towards public, private and social sector development (health care and education). Mott MacDonald Limited’s international development activities include specialist assistance in water and environmental engineering and project management including key skills in water resources development, major hydraulic structures, water and wastewater networks and treatment.

We work for international funding institutions such as the EU, World Bank, DFID and African and Asian Development Bank. We continuously tender for new projects and are frequently looking for additional/replacement staff on existing projects (long and short term).

Candidate Specification
Qualifications and skills:
Minimum University (MSc) degree preferably in business, accounting, economics or law, or any other relevant background replacing formal education combined with relevant professional experience. Fluent in English with very good working knowledge of French. Familiar with and able to use proficiently standard office and accounting software packages, email and internet.

General professional experience:
At least 15 years experience in programme and contract management;
Preferably 15, with a minimum of 10 years of professional experience in developing countries, with relevant experience in Africa.
Specific professional experience:
Fully conversant with EDF rules and at least 5 years experience in administrative and financial management of programmes/projects in accordance with EDF procedures;
Experience in evaluating projects including grants proposals will be an advantage;
Experience in delivering training on PCM and/or EDF will be an advantage;
Experience in environmental management in developing countries will be an advantage.
