Ethiopia: Call for Trainers: Improving Industrial Relations for Decent Work and Sustainable Development of Textile and Garment Industry in Ethiopia - Ethiopia


Background of the Project


The ILO Country Office in Addis Ababa, implements its programmes and activities in close partnership with the Government of the Federal Democratic Republic of Ethiopia, in particular with its technical line, the Ministry of Labour and Social Affairs (MOLSA), the employers’ and workers’ organizations. The implementation of its activities and programmes are in support of the Decent Work Country Programme (DWCP), agreed by the tripartite partners. DWCP is fully aligned with the country’s development goals, articulated in its five-year Growth and Transformation Plan and the United Nations Development Assistance Framework (UNDAF) of Ethiopia.


The project on “Improving Industrial Relations for Decent Work and Sustainable Development of Textile and Garment Industry in Ethiopia” funded by SIDA and H&M focuses on improving industrial relations, working conditions and productivity in the country’s fast growing textile and garment industries.


SCORE


Sustaining Competitive and Responsible Enterprises (SCORE) is an ILO training programme for small and medium-sized enterprises (SMEs). It aims at improving the productivity and competitiveness of SMEs using management practices that are proven to be effective and in line with ILO values. The training programme contains the following modules:


q Module 1: Workplace Cooperation: The Foundation for Business Success


q Module 2: Quality Management


q Module 3: Productivity through Cleaner Production


q Module 4: Workforce Management for Cooperation and Business Success


q Module 5: Safety and Health at Work: A Platform for Productivity


In Ethiopia the ILO capacitates national institutions and training service providers to deliver the SCORE training programme to enterprises in the Garment and Textile Industries.


The ILO is therefore inviting applications from business consultants in Ethiopia to become ILO certified trainers for SCORE. Selected candidates will undergo ‘Training of Trainers’ (ToT) by ILO on the SCORE training programme through a combination of class-room and shopfloor /field training.


Summary of Responsibilities


r Participate in the ILO SCORE Training of Trainers (ToT) for Module 1 and other relevant modules including co-trainings with SCORE Expert Trainers for pilot trainings with participating SMEs


r Conduct Training of Enterprises on areas such as


o Workplace cooperation


o Quality Management


o Cleaner production and environmental business management


o Human Resource Management


o Occupational Safety and Health


Including classroom training, baseline and progress assessments and on-site enterprise consulting


r Maintain and improve quality of training by following SCORE quality standards


r Provide feedback on the training materials used for SCORE training


r Promote the SCORE training programme to SMEs


r Promote the ILO message “Job quality is good business” i.e. that improving management-labour relations and working conditions improves enterprise productivity


Qualifications and experience required


r Trainers should have a recognized university degree or equivalent technical qualification


r Overall working experience of more than 5 years with minimum of 3 years in conducting enterprise consulting and training on one or more areas such as


o Workplace cooperation


o Quality Management


o Cleaner production and environmental business management


o Human Resource Management


o Occupational Safety and Health


r Good knowledge of supply chain management, business practices, voluntary standards and laws pertaining to social, environmental and quality systems


Key competencies


r Excellent presentation and communication skills


r Excellent coaching and facilitation skills at levels varying from unskilled workers to top management of organizations


r Excellent management and reporting skills


r Awareness for gender equality concerns and gender-bias
