Ethiopia: Emergency Shelter & Non Food Items Cluster Coordinator (ES/NFI–CC)-P3-Ethiopia - Ethiopia

Title: Emergency Shelter / Non Food Items Cluster Coordinator


Ethiopia has been hit with a disaster on top of the existing drought. Widespread flash flooding and river flooding have displaced an estimated 43,000 households (215,000 persons) in April and early May alone. The belg (spring) rains have come late, and are expected to merge with the meher (summer) rains further exacerbating the impact of flooding into September. The GOE/National Disaster Risk Management Commission (NDRMC) has for all intents and purposes declared a national emergency around flooding, with Emergency Shelter / Non-Food Items (ES/NFI) the top priority. Indeed, for a population already suffering from malnutrition and decimated livelihoods as a result of the drought, the loss of shelter is immediately life-threatening. OCHA, the Humanitarian Coordinator and the Government of Ethiopia have agreed that ES/NFI is a priority intervention, but the ES/NFI Cluster is underfunded. As ES/NFI cluster lead agency, IOM is leading the relief effort in coordination with WFP/Logistics cluster and working to identify an ES/NFI cluster coordinator but in the meantime, still requires the position to be filled by June at the and looking for support from standby personnel partners.


He/she in particular will have the following duties:


  1. Lead the development of a comprehensive cluster strategy and tools that incorporate all phases of the clusters response, including preparedness, front line response and capacity building;

a. Draft and revise when necessary Emergency Shelter and NFI specific documents; strategies, guidelines, cluster’s ToRs.


b. Provide timely cluster analysis, leading to a joint identification of gaps and development of cluster-specific response strategies; ensure that cluster strategies are adequately reflected in overall country strategies such as Ethiopia Humanitarian Requirements Document (HRD).


c. Draw lessons learned from the past activities in Ethiopia and revise strategies and action plans accordingly in the light of these and needs as they evolve.


d. Plan, coordinate and deliver training/capacity building opportunities to Emergency Shelter and NFI cluster partners, with a view to improving quality and efficiency of Emergency Shelter and NFI distributions across all states, including support efforts to strengthen the capacity of the national authorities and civil society.


e. Ensure integration of the IASC’s priority cross cutting issues (e.g human rights, HIV/AIDS. Age, community participatory approaches) and promote gender equality by ensuring that the needs of women and girls as well as men and boys are addressed.


  1. Coordination and operationalization of the Emergency Shelter and NFI cluster at country and sub-national level,

a. Convene and Chair regular Emergency Shelter and NFI Cluster Coordination Meetings and co-chair with NDRMC the Food and Non Food Task Force meetings.


b. Identify, support and coordinate the establishment of Emergency Shelter and NFI cluster coordination at sub-national level through focal points across all states of Ethiopia, to enable effective and coordinated field-level strategy, emergency preparedness and response.


c. Secure commitments from participants in responding to needs and filling gaps, ensuring an appropriate distribution of responsibilities, with clearly defined focal points for specific issues where necessary.


d. Promote/encourage participants to work collectively, ensuring the complementarity of the various stakeholders’ actions.


e. In consultation with cluster partners, plan and participate in inter-agency needs assessments as required.


f. Coordinate Emergency Shelter and NFI distributions with cluster partners, NDRMC as well as with other clusters involved in responding to the needs.


g. Identify country level needs for stockpiling of ES/NFIs and coordinate closely with IOM EPC Programme Coordinator and with ES/NFI partners to ensure the strategic pre-positioning of NFIs and Emergency Shelter materials throughout the country.


h. Promote the integration of the IASC’s agreed priority cross-cutting issues, namely human rights, HIV/AIDS, age, gender and environment, utilizing participatory and community based approaches.


  1. Advocacy on behalf of the cluster and cluster members:

a. Advocate on behalf of the cluster for donors to fund priority sector activities and for sufficient funding of all Emergency Shelter and NFI partners, while at the same time encouraging cluster partners to mobilize resources for their activities through their usual channels.


b. Act as an honest broker and provide leadership and strategic direction to cluster partners in submitting project proposals for inclusion in Humanitarian Response Fund, Consolidated CERF requests and other inter-agency funding appeals and ensure that agreed cluster strategies/priorities are adequately reflected in appeal documents.


  1. Monitoring and reporting of cluster activities

a. Preparation and dissemination of the Emergency Shelter and NFI cluster regular updates.


b. Ensure to the extent possible that cluster partners use common standards to review impact of the cluster and progress against implementation plans as well as tools for information and data management, including in needs assessments and monitoring.


c. Ensure adequate reporting and information sharing, both within the cluster and with other clusters and OCHA; collect 4W (Who/What/When/Where) information from partners and provide information to relevant inter-agency coordination body so it can be processed and redistributed at the cluster level and to other stakeholders; ensure that updated and relevant cluster-specific information is included in general reports, common web platforms; OCHA Situation Reports, OCHA Humanitarian Dashboard, etc.


d. Any other activities required to ensure the smooth running of the shelter cluster.

Education and Experience


a) Completed advanced university degree from an accredited academic institution in Social Sciences, Disaster Management, International relations, Conflict Management, Human Rights/ Law, shelter-related sciences (e.g. architecture, engineering) or equivalent experience.


b) Minimum seven years of experience in humanitarian response or related field (operational field experience a must / emergency experience preferred)


c) Experience project in implementation and management experience, including project monitoring and reporting an advantage.


d) Knowledge of shelter-related technical guidelines and standards
