Contract Duration: 12 months



The United Nations Children’s Fund (UNICEF), the world’s leading organization working for the rights of children, is inviting applications for the above position.



Purpose of the post


Under the supervision of Fiscal Policy Directorate in the Ministry of Finance and Economic Cooperation (MoFEC) the incumbent strengthens the technical capacities of MoFEC and its partners to provide an analysis of the State Budget Proposal allocations and expenditures to the social sectors that impact inclusion as important information and advocacy tools.


Major Duties and Responsibilities of this post include:


  • Produce periodic and analytical fiscal reports both in Amharic and English languages with close interaction of staff;

  • Based on the fiscal reports produce sectoral budget brief analysis for wide dissemination;

  • Provide hands-on training to the staff of the Fiscal Policy Directorate on report writing and fiscal analysis;

  • Conduct tax policy analysis and prepare tax policy notes for MoFEC management;

  • Help staff in establishing and updating standard fiscal and macroeconomic databases to help the analysis and produce reports;

  • Become familiar with  Indicative Planning figures for Social Sectors, how budgets are determined among  sectors, structures that exist for budget decision making and implication on budget making processes, including MEFF and sector strategies;

  • Conduct the analysis of the 2015 State Budget Law – focus on social sectors and trends over the last ten years. Results to be presented in a very simple word formatted document – illustrative figures can be added;

  • Conduct in-depth analysis of the 2016 State Budget Law – Education, Social Affairs, Women and Children, and Health sectors.

Deliverables:


This TA will have the following outputs:


Output 1: Periodic & analytical fiscal reports;


Output 2: Policy notes and sectoral budget briefs;


Output 3: Trained staff in report writing;


Output 4: Updated fiscal and macro database;


Products can be delivered in English.  Products should follow guidance from the SPESI section of UNICEF Ethiopia, and the Technical Assistant is expected to work in close collaboration in terms of developing the analysis and narrative, incorporating inputs and feedback from the GoE and UNICEF. The outputs will be considered delivered when they are approved by the GoE and UNICEF jointly. Quality check of the products will be done through a peer review process by the Fiscal Policy Directorate, MoFEC and UNICEF.




MINIMUM REQUIREMENTS:


Education requirements:


  • A University Degree in Economics, Public Policy, Governance or other relevant areas;

Work Experience:


  • A minimum of four years professional relevant work experience in public finance management and state budget analysis. A solid knowledge of Ethiopia’s Public Finance Management instruments, and proven experience on similar analyses of the State Budget with focus on social sectors. Strong analytical and writing skills, and the ability to present the results in a simple language, making use of interesting visual aid (maps, graphs and other visual tools);Consolidated knowledge and foundation on crosscutting themes such as equity and sectoral decentralization;

Language Proficiency:


  • High proficiency in English and Amharic, as the documents to be utilized for the analysis are in Amharic, but English products will be useful.
