Invitation for Project Baseline Survey Consultancy Service


Function:                                              Baseline survey, including market and livelihoods analysis, and


Beneficiary needs assessment


Research Location:                          Somali Regions, Dollo Ado Refugee Camp and Host community sites


Eligible Applicant:                             Individual Consultant or/and Consultancy and Research Firm


Duration of the Assignment:        34 Days after the signing of the contract


Background information


Ethiopia is currently hosting the largest number of refugees in Africa, over 700,000 refugees staying in Somali, Gambella, Benishangul Gumuz, Afar and Tigray regions of the country.


The refugee camps in Dollo Ado of Somali region accommodate about 207,000 refugees who fled from ongoing conflicts and life-threatening situations in Somalia. In addition, in Liben zone, where Dollo Ado district is located, there are at least 170,724 internally displaced persons (34% of the total IDP caseload of the country). The local communities, by hosting such a big number of refugees and IDPs, are under tremendous pressure for resources utilization and conservation.


Being located adjacent to national borders with Somalia where security concerns arise frequently, Dollo Ado is susceptible to growing threat including resource based conflicts. In addition, the location is found in the periphery part of the country with less access to infrastructures, services and security. Thus, it is crucial to maintain the balance and ensuring social cohesion between the refugees, and host communities in and around Dollo Ado refugee camps and identify and address potential damage that could trigger additional conflict, secondary displacement, marginalization of unemployed people and youth in particular.


In coordination with the host country authorities, IOM is implementing a project for improving the living conditions of refugees and host communities in Somali Region, Dollo Ado woreda and promoting social cohesion and peaceful co-existence with the host communities. Hence, baseline survey is needed for implementing the project.


Purpose and Objective


The purpose of the baseline survey will be to gather data to help IOM formulate job opportunity for refugee and host community youth.  In addition to ensuring effectiveness and sustainability of the project, the current livelihood opportunities and situation in the targeted woreda of Somali region will be assessed.


The baseline survey will focus on gender relations, youth economic empowerment, refugee and host communities and IDPs’ in Dollo Ado refugee camp and host community area.


The survey will establish the baseline for the project´s key indicators (please see methodology section for more information), and constitute the basis to measure the project performance. In addition to facilitating the designing and implementation of comprehensive monitoring and evaluation system that will contribute to effective delivery of activities and achieve the project outcomes, the survey will also be used as an evidence-based lobbying and advocacy tool (with the possibility of publishing a summary of the findings).


Scope of the work and Methodologies


The consultant is expected to conduct a baseline/need assessment and market and livelihood survey in Dollo Ado Refugee camp and host community selected sites.


The survey design and methodology will be discussed and agreed with the Emergency and Post Crisis unit in Addis Ababa and project team at the beginning of the consultancy. The consultant will use different data collection methods: including desk review, direct observation, quantitative/qualitative survey, interviews, and focus group discussions, to establish a baseline for the project’s key indicators.


The methodology will follow the following steps:


Preparatory phase: Key documents of the project will be submitted to the consultant by the EPC team, and the consultant will:


  • Conduct a desk review of all documentation – carrying out review and analysis of the available documents.

  • Prepare a work plan jointly with the project team

  • Prepare methodology of the survey, including but not limited to the preparation of the sample size for the quantitative surveys, the development of the questionnaires for the survey, and conduct focus group discussions and qualitative interviews. Methodology will need to be validated by the project team.

  • Submit survey design for ethical approval

Field work. Field work will take place in selected Dollo Ado refugee camp and host community sites. The consultant will conduct the baseline survey according to the guideline and elements that will require bench marking and data collection in the project proposal which may include:-


  • Conduct market analysis (Demand and supply) regarding vocational skills

  • Job opportunities for young refugees and host communities and what skills are needed etc.

  • Conducting extensive consultations with all identified and relevant Government bodies, institutions and stakeholders

  • Carrying out FGD and key informant interviews with a view to gathering the necessary data and information specially with youth separate for women and men

  • Furthermore, during the field work, and with support of the project team, the consultant will:

  • Train data collectors

  • Field test the questionnaire

  • Supervise data collection

  • Supervise data entry

Data analysis – the consultant should develop an appropriate data analysis methodology and undertake analysis of the data generated


Final report, the consultant will analyse the data and prepare written final reports of the results of the survey and should make them available to IOM within the specified time. Taking into consideration two rounds of comments from the team at EPC AA and project site, creative ways to present the findings would be encouraged, such as using audio visual support.


Specific tasks and responsibilities:


  • Develop and share assessment tools and data collection instruments

  • Produce a standard report on the assessment and share with IOM, EPC colleagues for review and approval

  • Prepare and submit final baseline report for EPC unit

Approach/Methodology:


  • Mixed method/multitriat method of research technique should be applied to collect both qualitative and quantitative data

  • Review of secondary information should be gathered and collated

  • The Consultant shall at all times follow security rules and regulations as established by the organization.

Expected output/Deliverables


  • An inception report outlining understanding of the survey objectives and the assessment issues including a detailed work plan and survey methodology and tools

  • A livelihoods and market assessment tool is developed

  • A livelihoods trends monitoring system is developed with a main focus on youth

  • A desk survey report produced and presented to IOM team

  • An Assessment methodology refined, tested and agreed with IOM

  • Make field visits to the targeted Refugee Camp and Host Community sites for assessment

  • Hold meetings with relevant government department, agencies, refugees, host community, clan and tribal leaders in consultation with IOM

  • Develop an appropriate data base and undertake analysis of the data generated,

  • A first draft of survey report for circulation and feedback to IOM project staff

  • A final comprehensive survey report produced and presented incorporating staff feedback

Timeline


It is expected that above deliverable will require an equivalent of up to 30 days, between May and June 2016, excluding 4 travel days to field site. The consultant will submit a work plan and specific dates will be agreed at the beginning of the consultancy.


A draft report will be submitted at the end of data collection and the final report must take into consideration the comments made by the project team.


Specific duties and responsibilities


Under the general supervision of the EPC Program coordinator and the direct supervision of the Dollo Ado HoSO, the research firm will be responsible for conducting baseline survey which includes livelihoods/ market and need assessment. Specific duties include:


In close coordination with EPC Unit in Addis Ababa and Sub office at Dollo Ado Refugee Camp, the Consultant will coordinate and lead the baseline survey which includes market and livelihoods assessment


  • Develop and roll-out a work plan for conducting livelihoods survey in the stated refugee camp and host community sites

  • In close coordination with the EPC Program Coordinator, NM&EO and The HoSO at Dollo, the consultant will develop numerous tools including, but not limited to, checklists for focus group discussion and key informant interviews and questionnaires for sample interviews of the targeted refugees and community members

  • Carry-out field visits to introduce the objectives and anticipated results of the baseline assessment

  • Present first draft report to EPC unit in Addis Ababa to gather feedback and comments

  • Finalize the report as per the comments, and prepare final presentation.



Minimum Requirements


The consultancy firm should be able to demonstrate ample survey work experience in the area of Livelihoods, Disaster Risk Reduction (DRR), climate change, environment protection, development studies and other related thematic areas. Copies of such credentials may be reviewed. The firm should also be able to provide/demonstrate with organizational profile, legal certificates, and VAT registration documents. Eligible firm for this task should also have staffing capacity with advanced university degree in DRR/DRM/Environmental Science/ or Social/Natural Sciences or related field, or a combination of training and relevant working experience.


Practical experience of community mobilization and dialogue and undertaking different survey, needs assessments and research is a requirement. Strong knowledge of the Microsoft Office package and statistical/data analysis software’s including SPSS is also a requirement. Understanding of humanitarian principles and values, ability to adapt technical knowledge and expertise to specific project or activities, ability to work with colleagues from different cultural and professional backgrounds and flexibility to perform and deliver in difficult and rapidly changing situations is essential.


Proven experience in conducting quantitative and qualitative research, and specifically conducting baseline survey and report writing skills


  • Knowledge and experience of gender sensitive approaches, including conducting baseline survey on gender issues. The Consultant should create a respectful office environment free of harassment and retaliation and promotes the prevention of sexual exploitation and abuse.

Languages: The research report is shall be prepared in English.
